The city manager may enter into an agreement with a person to operate, manage <br /> or maintain a dog play area, and compensate such person in an amount not to exceed the <br /> total annual license fees paid to the city to use the dog play area. <br /> Section 2. This ordinance shall not be construed so as to relieve any person, firm or <br /> corporation from any penalty heretofore incurred by the violation of Section 6.08.215, <br /> nor bar the prosecution for any such violation. <br /> Section 3. Any person, firm, or corporation violating any of the provisions of this <br /> ordinance shall, upon conviction thereof, be subject to the penalty provided in Chapter <br /> 1.12 Section 1.12.010 of the University City Municipal Code. <br /> Section 4. An emergency is hereby declared to exist in that the new dog license fees <br /> must be fixed so that the annual renewal process can commence in a timely manner. <br /> Section 5.
