Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
changed to “made”.

Commissioner Warbin made motion to amend the June 11, 2014 minutes for modification
of the two items mentioned above. Motion was seconded by Commissioner Barnes and
unanimously approved.

Agenda Items:

A. Residential Parking Permit Petition – 7200 Block of Forsyth Blvd (north side
only) – Vote Required

Ms. Gutierrez briefly discussed the petition that was signed by the residents of the north
side of the 7200 Block Forsyth Blvd. Ms. Gutierrez pointed out that there are 2 lots that are
currently vacant. Ms. Gutierrez further explained that even with two residents not signing
the petition the percentage calculated was 78.94 percent, in which according to the
municipal code is to be recommended and approved as a residential parking permit for the
north side only. Residents only will now be able to park on the north side of the street and
two visitor mirror tags will be provided to each household. The restriction that was proposed
is between the hours of 9:00am – 9:00pm from Monday through Saturday. Anyone can park
on Sundays.

Ms. Gutierrez further explained that the request comes along with the elimination of parking
restriction on the south side of the 7200 block of Forsyth. Thus residents are able to park
without any restrictions at all.

Commissioner Hales made a motion to approve the Residential Parking Permit Petition and
recommend to council that it be granted. Motion seconded by Commissioner Barnes, and
unanimously approved.

Steve Birenbaum, 7205 Forsyth
Mr. Birenbaum asked if the current petition accounted for the north and south sides of the
street. Commissioner Wofsey reminded everyone that a vote was made at the last meeting
about the south side of the street elimination of the parking restrictions.

Ms. Gutierrez confirmed that she submitted the elimination of the parking restriction
recommendation to Council in an effort to speed up the process. Thus the removal of the
south side restriction will be on the July 14, 2014 Council agenda and the Residential
Parking Permit will be on the August 11, 2014 agenda.

Mr. Birenbaum asked Ms. Gutierrez if she knew how long it would take before the
recommendation would be in effect. Ms. Gutierrez suggested that it may not take until the
end of September. Commissioner Hales explained that from his experience, after the
Council passes, it has taken 30 to 45 days to have the signs installed.

Page 2
Traffic Commission Minutes – July 9, 2014
