The <br />affected households as basis for this petition were both sides of the block of Asbury Ave. <br />south of its intersection with Northmoor Dr., subject to the approval of the commission. The <br />petitioner has obtained full approval (100%) of the affected households. <br /> <br />Recommendation regarding the affected households was a judgment call by the staff. It <br />was up to the commission to whether agree with the affected households as proposed on <br />this petition or change the area of affected households. City staff recommends the <br />commission’s approval of this petition as submitted and its subsequent recommendation to <br />City Council for approval of this parking restriction. <br /> <br />Marjorie Williamson, 7200 Northmoor Dr. <br />Ms. Williamson stated that there are only two driveways that open up to the street and that <br />the teachers and other users of the church need parking. There are particularly two parking <br />spaces that cause a particular difficulty for the Sweeneys’ access to their driveway that are <br />requested to be restricted by this petition. And when these two spaces are used for parking <br />of three cars on occasion, then the area presents a tight condition for the Williamsons’ <br />access to their driveway, as well. There is also a safety issue due to the high rate of use of <br />the gate at the south end of the street by non-motorized users in and out of Clayton and the <br />street Wydown and because these users are on a dead-end street, they feel comfortable <br />walking on the street making it difficult for them to be safely observed by the drivers coming <br />out of the two driveways. <br /> <br />Judy Sweeney, 7164 Northmoor Dr. <br />Ms. Sweeney added that each household on Asbury has had an incident backing into a car <br />because the parking on the street made it so tight. On some occasions Ms. Sweeney has <br />gone over to the Lady of Lourdes School to ask for someone to move their car so a worker <br />could get into her driveway driving a truck. It is a chronic problem and this request is for <br />restricting only two spaces as a solution and this would have a low impact on the ability of <br />the church and school personnel and attendees to still park on the street. There is also the <br />safety issue related to the pedestrians and cyclists using the street pavement due to the <br />narrowness of the sidewalk next to Ms. Sweeney’s property partly perceived because of a <br />privacy fence right by the sidewalk and these walkers/cyclists when in the middle of the <br />street cannot be seen by a driver in the process of leaving the 7164 Northmoor driveway. <br /> <br />A discussion was held about the affected household properties. <br /> <br />Commissioner Barnes moved to declare the two residences of 7164 Northmoor Dr. and <br />7200 Northmoor Dr. as the affected area as basis for the petition before the commission <br />and Commissioner Tunstall seconded the motion. The motion was then unanimously <br />approved by the commissioners. <br />Commissioner Hales moved to approve the petition as presented to the commission and <br />recommend its approval to the City Council and Commissioner Barnes seconded the <br />motion.
