Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
C. Proposed redevelopment concept of former Delmar-Harvard School property –
No Vote Required (INFORMATIONAL ONLY)

The information about this item was in the commissioners’ packet and no presentation
was scheduled for this meeting. The commissioners’ thoughts and comments were
voiced so that the staff and council liaisons can record them as the review and approval
of this project moves through the system. This item will come back to the commission
because it has substantial parking ramifications.

All the comments are to be submitted to the staff liaison per the memorandum sent by
the Director of Community Development to the Chair and Members of the Traffic
Commission.

D. FY 2014 Annual Report – No Vote Required

Request for a crosswalk to be added on Midland Blvd. at Shaftesbury Ave.
St. Louis County is still evaluating the request. City staff will follow up.

Council Liaison Report
Councilmember Kraft stated that the traffic circle in front of the City Hall could stay in its
temporary shape for a long time because at this time it is not clear that the Loop Trolley
funding would come anytime soon. A discussion followed regarding the Loop Trolley and
Roundabout being one project and how funding and construction of the Roundabout would
develop if the Loop Trolley project didn’t go forward.

Miscellaneous Business

Minutes and recordkeeping
A discussion about minutes and recordkeeping for Boards and Commissions took place
and Council Liaison explained that staff is generally responsible for preparation of the
minutes on most commissions. The Traffic Commission suggested receiving the minutes
earlier for review and to have an additional staff member review the minutes before
submitting to the Commission for approval.

Petition process
It was decided that in the future, the Traffic commission will determine the affected
households, not the staff, and a discussion took place about the length of time it takes to
process a petition in relation to the time of the submission of a request requiring a petition
and the importance of communicating a realistic expectation of this required amount of time
to requestors at the beginning of the petition process.

The meeting was adjourned at 7:35 pm
Minutes prepared by Sinan Alpaslan, Public Works and Parks Department
Page 3
Traffic Commission Minutes – October 8, 2014
