<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL, Fifth Floor <br /> <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />November 10, 2014 <br /> <br />A. MEETING CALLED TO ORDER <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, November 10, 2014, Mayor Shelley Welsch called the meeting to order at 6:32 p.m. <br /> <br />B. ROLL CALL <br />In addition to the Mayor the following members of the Council were present: <br /> Mr. Rod Jennings <br /> Dr. Paulette Carr <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was Police Chief Charles Adams, as Acting City Manager. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Kraft requested that his nomination of Mary Pat Gallagher to the Historic Preservation <br />Commission be added to the agenda. <br /> <br />Mr. Sharpe moved to approve the agenda as amended, seconded by Mr. Glickert and the <br />motion carried unanimously. <br /> <br />D. PROCLAMATIONS <br /> <br />E.APPROVAL OF MINUTES <br /> <br />October 27, 2014, City Council Regular Session minutes were moved by Mr. Jennings, seconded <br />by Mr. Sharpe. <br /> <br />Mr. Crow made a third request to get a copy of the City’s response to the comments made by <br />resident Carolyn Stevens and asked that the document be provided to him this week. <br /> <br />Dr. Carr stated that she found that the minutes had some of the citizens’ statements that were <br />complete and very descriptive and others were not and felt that was censorship. She then noted <br />that the written comments had not been attached to either the written or digital minutes of the <br />meeting. <br /> <br />Ms. Pumm advised Dr. Carr that the minutes and attachments were too voluminous to be emailed <br />as one document and therefore she had listed them separately on the website. Ms. Pumm stated <br />that she had separated the attachments from the minutes to allow interested parties the option of <br />downloading either or both of the documents. Dr. Carr stated that she would like to see the two <br />documents combined because it is more time consuming to make two downloads. <br /> <br />Mayor Welsch suggested that Council vote on both the minutes and attachments tonight, and that <br />Ms. Pumm send a note to Council explaining why she had utilized this method. <br /> <br />Dr. Carr stated that it seemed purposeful to not attach to statements even though many written <br />statements referred to the request to attach the statements, and makes it difficult to understand <br />what actually happened.
