<br />Dr. Carr asked for a roll call vote on Mr. Jennings’ motion. <br /> <br />Mr. Kraft stated that he did not believe that Council should be taking a vote on this issue tonight and <br />therefore wished to abstain. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Glickert, Mr. Sharpe, and Mayor Welsch <br />NAYS: <br /> Dr. Carr and Mr. Crow <br /> <br /> <br /> Council relations requested by Councilmembers Jennings and Glickert. (REMOVED) <br /> <br />O. <br />COUNCIL COMMENTS <br />Dr. Carr read the following comment received from one of her constituents into the record: “Paulette, I <br />live in Ward 2. I know who is behind the recall effort for Councilman Kraft and it is neither you nor Terry <br />Crow, but residents who live in his ward. Please feel free to forward this message to the Mayor.” Dr. <br />Carr asked that they be attached to the minutes. <br /> <br />Dr. Carr stated that she had been sent a copy of the email that the Mayor had sent out which <br />specifically states that the recall effort was being organized by two Councilmembers, Terry Crow in Ward <br />1 and Paulette Carr in Ward 2. She stated that she would read the response to that email, but before she <br />did, she stated this goes to the issue of Council Relations: first. She had to deal with Mr. Jennings sexist, <br />racist and offensive statements, and now she has to deal with the absolutely false accusations of the <br />Mayor and asked her colleagues if they really believed that she would be willing to participate in a retreat <br />focused on Council. She stated that she had people tell her they would do a personal intervention if she <br />even considered attending. Dr. Carr read her statement (attached) stating that the Mayor’s allegations <br />are unsubstantiated and completely false. She stated that she neither supports nor does not support the <br />recall effort, but she does support the rights of citizens to petition their government no matter the issue. <br />She stated that the Mayor’s false accusations are unworthy of anyone who holds the office of Mayor, <br />particularly this mayor who claims the mantle of civility in one breath while attacking her colleagues in the <br />next. She stated that the mayor has demonized what happens to be a reaction on the part of citizens to <br />the lack of accountability of their own government officials. She stated that the Council had an <br />opportunity to address the behaviors of Councilmember Kraft and refused to do so, and that they <br />behaviors of the mayor have driven a wedge in this community and a culture where she is unwilling to <br />engage with others holding differing opinions – a culture of you are either with us or against us. She <br />stated that even though Ms. Welsch had jumped into the fray she would not because this recall effort <br />belonged to the citizens who seek redress of their problems which their representatives refused to <br />address and now the Mayor misrepresents the facts surrounding these problems. She stated that Ms. <br />Welsch clearly crossed the line when she falsely accused two members of this council or organizing the <br />recall effort of another member of the Council. She stated that University City deserves better behavior <br />and leadership from Mayor Welsch. Dr. Carr stated that she would continue to work as a steward and <br />advocate for University City and continue to represent her constituents, and despite the culture of <br />personal destruction and lies she will continue to work with any on the Council who are willing to work <br />with her. <br /> Dr. Carr stated that as a result of her public discussion of the change in the Council minutes, Mr. <br />Walker has also informed staff that audio recordings will no longer be needed at Board and Commission <br />meetings, and the type of minutes produced are being suggested by the City Clerk, Ms. Pumm. Dr. Carr <br />expressed concerns regarding Ms. Pumm’s suggestions of the model examples we should use, because <br />they are not specific to governmental agencies, but rather standards for the minutes of the Oncology <br />Nursing Society and the American Rock Art Research Association, and the suggestions proposed by <br />Registered Parliamentarians were not specific for governments which must abide by open records, - <br />open meetings laws. None of these examples are adequate for the minutes of our government. <br />However if staff is given directions to take minutes that do not accurately reflect the events and now <br />audio recordings are being discontinued there will not be any information. Dr. Carr stated she will <br />attempt to make recordings at all of the meetings she attends and will be asking citizens to step forward <br />and record their own Board and Commission meetings. Dr. Carr stated that she is also in the process of <br />putting together an auxiliary website that will allow her to have more interactions with citizens. <br />10 <br /> <br /> <br />
