Mr. Crow stated that the actions taken against Mrs. Kraft and her son were deplorable and not supported
by anyone. While it may seem as if only Mr. Kraft is being videotaped, it was Mr. Kraft associates who
initiated the concept of videotaping these meetings.
Mr. Crow provided the City Clerk with a copy of the Mayor’s two emails and asked that they be
attached to the minutes. He then expressed his concerns about some of the comments contained within
the emails. Mr. Crow stated that what all of this demonstrates is that this Council, which is led by the
Mayor, has basically abdicated any level of authority over these meetings. So his hope is that before any
of his colleagues opt to lecture him on professionalism that they get their own house in order.

Mr. Kraft stated that he had asked the City Attorney to look at the City Manager’s contract in order to gain
a better understanding of it, but ultimately, he had voted against it. With respect to Mr. Woodworth’s
comments about him berating Mr. Porter, Mr. Kraft stated that what he told the gentleman is that he
would be more than happy to answer any of his questions, since he professed to be a reporter for the
West End Word butMr. Kraft contacted the West End Word only to learn that Mr. Porter had
.
misrepresented himself and that he had retired from the paper some thirty years ago.
Mr. Kraft stated that he has no idea whether Dr. Carr organized the recall effort or that she is
propagating anything. However she is the publicist for the cause by repeating all of these lies in Council
meetings, on her website, in her newsletter and constantly pushing controversy in order to get coverage
in the press.

Dr. Carr called for a point of order. Mayor Welsch stated that she gives more leeway to members during
Council Comments and that that she demonstrated that same leeway during Dr. Carr’s comments.

Mr. Kraft concluded by stating that enough is enough and it is time for this Council to deal with the real
issues they have before them.

Mayor Welsch provided the following updates submitted by the Director of Community Development:

Over 450 volunteers were estimated to have participated in this year’s Make a Difference Day event

Our Lady of Lourdes assisted 25 residents with yard work, light maintenance, small construction
projects and the collection of clothing for a project in the City of Wellston

Members of the Youth Commission and Ministerial Alliance cleaned up the Loop

University City high school students painted areas of the high school

Volunteers cleaned out the River des Peres and an alley north of Olive Boulevard

Girl Scouts collected can goods for Operation Food Search

Boy Scouts cleaned up the overgrowth at the Sutter-Meyer House.

As always, Councilmember Jennings participated in numerous Make a Difference projects

Mayor Welsch recognized the Manager of Economic Development, Jodie Lloyd, for her fantastic
efforts in coordinating this event and the numerous members of City staff who provided their support.

The Police Department’s Focus Group will meet at 6:30 p.m. tomorrow night at the Heman Park
Community Center.

The first organizational meeting of the Mayor’s Citizens’ Volunteer Corps will be held at the Heman
th
Park Community Center on October 29 at 6:30 p.m.

There will be a Better Block event at the corner of Midland and Olive at noon on Saturday, November
st
1.
