Per the request of Mayor Welsch the Ordinance was read for <br />the second and third time. <br /> <br />Mr. Glickert moved to approve Bill 9240 and was seconded by Dr. Carr. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Crow, Mr. Sharpe, Dr. Carr and Mayor Welsch. <br />NAYS: <br /> None <br /> <br />Bill Number 9240 carried unanimously and became Ordinance number 6970. <br /> <br />M. <br />NEW BUSINESS <br /> <br />RESOLUTIONS <br />1. <br />Resolution 2014 – 42. A resolution establishing the City of University City’s Complete/Livable <br />Streets policy. Introduced by Mr. Jennings and seconded by Mr. Glickert. <br /> <br />CITIZEN’S COMMENTS <br />Margaret Johnson, 7509 Gannon, University City, MO <br />Ms. Johnson stated the policy basically says when streets are updated or new developments are <br />commenced that consideration be given to residents who travel by bicycle, foot, electric wheelchair or <br />other modes of transportation, to make the City safer for everyone. She stated that many cities have <br />already moved forward with this concept and her hope is that Council will come up with a strong strategy <br />that will allow University City to do the same. <br /> <br />Dr. Carr expressed the following rational for her opposition to the resolution: <br /> <br /> The financial obligation and impact it could have on the City’s budget <br /> <br /> The way that the resolution is written; these issues will be considered, forgoing the inclusion of <br />where practicable and economically feasible <br />5 <br /> <br /> <br />
