 <br /> The transfer of power from the City Manager and Council to the Director of Public Works and <br />Parks <br /> <br />Mr. Kraft stated that he had attended the County Council meeting where this resolution received 6 out of <br />the 7 votes and all it is really saying is that the City should give consideration to other modes of <br />transportation before any work is commenced. Good design does not cost more money it just means you <br />have to think about the concept while you design the plan. If you are already repaving the street or <br />putting in new curbs, additional cost for this consideration is almost nonexistent. <br /> <br />Mr. Crow asked if anyone had looked at the fiscal impact this resolution has had on other communities. <br /> <br />Mr. Sharpe asked Mr. Walker if the items listed within the plan would be presented to Council for a final <br />determination before any funds were expended. Mr. Walker stated that they would be. <br /> <br />Dr. Carr asked Mr. Walker if it was correct that Council would only be presented with expenditures that <br />exceeded $25,000. Mr. Walker stated that was correct. <br /> <br />Voice vote on Mr. Jennings’ motion to approve Resolution 2014 – 42 carried by a majority with one Nay <br />vote by Dr. Carr. <br /> <br />BILLS <br />1. <br />BILL 9241 <br /> (REMOVED) <br /> <br />N. <br />CITIZEN PARTICIPATION (continued if needed) <br />John Woodworth, 8128 Stanford, University City, MO <br />Mr. Woodworth stated that he is the President of Citizens for Restoring Transparency, which was formed <br />exclusively by University City residents and is the organization responsible for initiating the recall of <br />Councilmember Kraft. He then expressed his dissatisfaction with the Mayor’s emails and the actions of <br />Mr. Kraft. Mr. Woodworth requested that his written comments be attached to the minutes. <br /> <br />Bart Stewart, 714 Harvard Avenue, University City, MO <br />Mr. Stewart stated that he is a member of Citizens for Restoring Transparency and supports the recall of <br />Councilmember Kraft. He then expressed his concerns regarding the damage that Mr. Kraft’s actions have <br />caused to University City. Mr. Stewart requested that this written statement be attached to the minutes. <br /> <br />Jeff Dobslaw, 7106 Cambridge, University City, MO <br />Mr. Dobslaw stated that he is a small business owner and would like to apologize to Mrs. Kraft since what <br />occurred to her and her son in these chambers was clearly harassment. He asked that everyone who <br />supports the recall not be lumped in the same group with the individuals who committed this assault. Mr. <br />Dobslaw then expressed his dissatisfaction with the actions of Mr. Kraft and the failure of Council to censor <br />him for his actions. <br /> <br />Lindell Boyd, 1100 Kingsland, University City, MO <br />Mr. Boyd stated that he lives on the side of University City that does not get a lot of attention, but it is <br />Council’s job to ensure that the entire City has a voice. He stated that for the last 21 years he has coached <br />football in University City and over the years the time and space that his teams have been allotted for usage <br />of the park has diminished drastically. Mr. Boyd stated that he would be willing to work with Council or any <br />member of the staff to work out a plan that will resolve this issue. <br /> <br />Beth Martin, 410 Melville, University City, MO <br />Ms. Martin reiterated the incident between herself and Councilmember Kraft and expressed her frustration <br />about the statements contained in Mayor Welsch’s email and Mr. Kraft’s website.
