Session 1799 <br />December Z8, 2000 <br /> <br />Responding to Mr. Wagner, Ms. Kenyon stated that she would have no objection with <br />the fence being within a very close proximity to the flat area. She would actually like to <br />see the fence put up very close to the original property line. She clarified that the <br />development of a multi-purpose trail would require at least 12'. <br /> <br />Mayor Adams declared the public hearing closed at 7:55 p.m. <br /> <br />AGENDA ITEM # 4: ZONING PUBLIC HEARING - 8654 BARBY LANE: <br /> <br />A public hearing is set for 7:30 p.m. this date and place to consider comments on the <br />Plan Commission recommendation to rezone this property from "SR" to "HRO." This <br />zoning is necessary if the Council is to approve a conditional use permit for construction <br />of an addition to the nursing home at this location. The ordinance may be adopted by <br />the Council after consideration of public hearing comments. <br /> <br />Mayor Adams opened the public hearing at 7:55 p.m. <br /> <br />Gigi Reiling, 8651 Barby Lane, said her concerns involved lighting and construction <br />traffic. She feels that the existing extended care building has more than enough lights <br />than are needed. There is dirt in the street from construction traffic. Her complaints to <br />police and City Hall are falling on deaf ears. Mr. Wagner interrupted Ms. Reiling and <br />asked what was the police response. She replied that they would tell her that they <br />would look into it. Her concern with the proposed plan is that emergency vehicles <br />should enter and exit through the lower level, which according to Mr. Deutsch's plan, is <br />where his examination and medical areas are. That would be the ideal location for <br />emergency vehicles. The current facility, according to Mr. Deutsch, only had three <br />emergency calls per month. Ms. Reiling has seen only one in the month of December. <br />It was there for an hour and a half with the emergency vehicles flashing the entire time <br />in the street. This will now be directly across from her house. Lighting should be <br />properly directed and not over installed. Construction is not very well followed up on by <br />the City. The appropriateness of the entrance on Barby Lane should be reviewed due <br />to the lighting and the emergency vehicle access. The height of the structure will be <br />between 3' and 6' higher than a couple of houses on Barby. The traffic study needs to <br />include whether or not complete stops are being made at that four-way intersection, <br />which is a four way stop. <br /> <br />Mayor Adams closed the public hearing at 8:05 p.m. <br /> <br />5 <br /> <br /> <br />
