Session 1800
January 8, 2001

The motion carried unanimously.

CITIZEN'S COMMENTS:

Gilberto Acevedo, 7442 Wayne, said that he moved here in 1987 and had been issued
a summons to pay a lien on his home from 1985. What he is here about, is not the lien,
which he understands he cannot do nothing about, but the manner in which he and
others were treated at court on Friday. There was a total lack of respect. There is
nothing wrong with enforcing the code, but there is a dignified way to go about it. He
believes better management is needed in the City. There needs to be more respect for
the community. The citizens pay the salaries of the city hall staff. What he saw here on
Friday comes to the verge of violating constitutional rights. He hopes that Mr. Ollendorff
would go department to department to identify the problems and try to correct them.
Management needs to do a better job of instilling morals and values in their employees.

Mayor Pro Tem Schoomer asked Mr. Ollendorff to make sure that Mr. Acevedo's
Councilmembers were apprized of his situation and remarks.

Grant Shostak, 1060 Wilson, said that he was asked to speak on behalf of the U. City
East Business and Transportation Committee to a number of Olive businesses about
forming a taxing district to get improvements along Olive Street Road. The business
owners shared some concerns with him that he in turn would like to apprize Council of
this evening. Their concerns involved trash collection, police protection, enforcement of
code provisions. They were concerned with disparate treatment of their businesses as
opposed to other businesses in the City. He said that the business owners have formed
a committee to meet and discuss those issues. Their next meeting is February 13TM at
3:00 p.m. at 6262 Olive, Packaging Materials, which Council is welcome to attend.

CLARIFICATIONS ON AGENDA ITEM #2 - DELCREST / DELMAR
REDEVELOPMENT PLAN:

Mr. Ollendorff said that he had a chance to talk to Mr. Rose and thE; Legal Advisor for
this project about Mr. Lieberman's question on how much taxes would be paid if the
County assesses the property at less than $26.5 million. Evidently, the County does
not assess abated property, so the amount is set firmly at $26.5 million. The term
freezing is the same as abatement.

CITY CLERK'S DOCKET:

SECOND AND THIRD READINGS:
