Session 1800 <br />January 8, 2001 <br /> <br /> MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF UNIVERSITY <br /> CITY. <br /> <br />The bill was given its first reading. <br />The bill was given its third reading. <br /> <br />Mr. Munkel moved adoption. Mr. Sharpe seconded the motion. The roll call vote was <br />as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. Sharpe, <br />and Mayor Pro Tem Schoomer. NAYS: none. Bill number 8507 passed and became <br />Ordinance number 6282. <br /> <br />BILL NO. 8508 - FINDING THAT A CERTAIN BLIGHTED AREA AS DEFINED <br />IN SECTION 99.320 RSMO EXISTS IN UNIVERSITY CITY AND CONTAINING <br />A DESCRIPTION OF THE BOUNDARIES OF BLIGHTED AREA, ATTACHED <br />AS EXHIBIT 1, KNOWN AS THE DELMAR/DELCREST REDEVELOPMENT <br />AREA; FINDING THAT REDEVELOPMENT AND REHABILITATION OF THE <br />AREA IS IN THE INTEREST OF THE PUBLIC HEALTH, SAFETY, MORALS <br />AND GENERAL WELFARE OF THE PEOPLE OF THE CITY; APPROVING THE <br />REDEVELOPMENT PLAN FOR THE DELMAR/DELCREST REDEVELOPMENT <br />PROJECT AREA, DATED DECEMBER 8, 2000 FOR THE AREA <br />INCORPORATED BY ATTACHED EXHIBIT 2, ACCORDING TO 99.430 OF <br />STATE STATUTE; FINDING THAT THERE IS A FEASIBLE FINANCIAL PLAN <br />FOR THE DEVELOPMENT OF THE AREA WHICH AFFORDS MAXIMUM <br />OPPORTUNITY FOR DEVELOPMENT OF THE AREA BY PRIVATE <br />ENTERPRISE; FINDING THAT NO PROPERTY IN THE AREA MAY BE <br />ACQUIRED BY THE LAND CLEARANCE FOR REDEVELOPMENT <br />AUTHORITY OF THE CITY THROUGH THE EXERCISE OF EMINENT <br />DOMAIN; FINDING THAT THE PROPERTY IN THE AREA IS UNOCCUPIED, <br />BUT IF IT SHOULD BECOME OCCUPIED, THE REDEVELOPER SHALL BE <br />RESPONSIBLE FOR RELOCATING ANY ELIGIBLE OCCUPANTS DISPLACED <br />AS A RESULT OF IMPLEMENTATION OF THE PLAN; FINDING THAT <br />FINANCIAL AID MAY BE NECESSARY TO ENABLE THE AREA TO BE <br />REDEVELOPED IN ACCORDANCE WITH THE PLAN; FINDING THAT THERE <br />SHALL BE AVAILABLE A TEN (10) YEAR TAX ABATEMENT; FINDING THAT <br />REDEVELOPER SHALL MAKE CERTAIN PAYMENTS IN LIEU OF TAXES; <br />AND PLEDGING COOPERATION OF THE CITY COUNCIL AND REQUESTING <br />VARIOUS OFFICIALS, DEPARTMENTS, BOARDS AND AGENCIES OF THE <br />CITY TO COOPERATE AND TO EXERCISE THEIR RESPEECTIVE POWERS IN <br />A MANNER CONSISTENT WITH THE PLAN. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />8 <br /> <br /> <br />
