Session 1258, Minutes Page 14
September 22, 1980

~ iMENDMENTS TO URBAN RENEWAL PLANS - SETTING PUBLIC HEARING

The City Manager asked that a public hearing be set to consider amendments to the
urban renewal plans. There have been a number of public meetings, both in the
neighborhood and at City Hall, to explore alternatives regarding a number of ideas,
including eminent domain. The Land Clearance for Redevelopment Authority now rec-
ommends that eminent domain be authorized only for vacant buildings.

Mrs. Metcalfe moved that the public hearing be set for 9:00 P.M. October 6, 1980.
Mr. Sabol seconded the motion, which carried unanimously. (The hearing was later
postponed to October 20, 1980, at 8:00 P.M.)

There was brief discussion about the LCRA recommendations and what transpired at
the LCRA meeting. Mr. Adams said for the record that under certain circumstances,
he is not opposed to the takeover of occupied buildings.

DROP DAY FEES

Mr. Ollendorff said Mr. Sabol had requested information regarding the costs of drop
day, and while gathering that information came to the conclusion that there should
be a charge for drop day. The average cost for that service is $3.88 per person.
About half of that is for personnel and the rest for disposal, including dumping fees.
The following schedule is recommended:

a. Automobiles and station wagons - $3.00
b. Vans and regular pick-up trucks - $5.00
c. Larger trucks, including pick-ups
with built-up sides - $2.00 per
cubic yard with a minimum of $5.00

Mr. Ollendorff felt this service should be supported by its users, and felt that it
may result in less use by non-residents. He said there are plans to increase the
number of drop days during the busiest months in the fall and spring. The appropri-
ate bill was to be prepared for introduction, and signs announcing the fees will be
placed near the entrance to the drop site.

PERSONNEL REPORT

The Personnel report for the week ending September 20, 1980, was received and ord-
ered filed.

POLICE DEPARTMENT REPORT

The Police Department report for the week of September 7, 1980 through September 13,
1980, was received and ordered filed.

FIRE DEPARTMENT REPORT

The Fire Department report for the week of September 14, 1980, through September 20,
1980, was received and ordered filed.
