Session 1258, Minutes Page 16 <br />September 22, 1980 <br /> <br />Mr. Ollendorff said this bill approximately doubles fees for various types of in- <br />spections, and adds application fees. This was done in order to bring those fees <br />more into line with the actual cost. <br /> <br />Mr. Sabol had several changes he wanted made. He moved that the application fee <br />for a Residential Occupancy Certificate (3.1-k.) be set at $7.50 instead of the <br />recommended $5.00. Mrs. Thompson seconded the motion. Brief discussion ensued, <br />and it was-noted that this change would raise this fee from $2.00 (now in effect) <br />to $7.50. Mrs. Thompson withdrew her second. The motion died for lack of a second. <br /> <br />Under 3.2 Building Permit Eees, Mr. Sabol moved that fees for above-ground swimming <br />pools (d) be changed from $5.00 to $10.00. There was no second. <br /> <br />Mr. Sabol asked about an item on page 6 under 3.6 Other Fees (c), having to do with <br />a notice of code violation, including reinspection at the end of the notice period. <br />It was determined that this fee ($20.00) is assessed only after a letter outlining <br />the code violation is sent, and after a predetermined waiting period has gone by <br />and corrections have not been made. Mr. Kelley said he felt this section should be <br />completely eliminated, since it is im the nature of a fine for non-compliance, and <br />was completely improper for the City to impose. Mr. Ollendorff said that this was <br />a fee for an inspection which was brought about by the owner's failure to comply <br />with the code within the time given. He said the amount charged is for the rein- <br />spection. Mr. Kelley moved to delete section (c)'under 3.6 Other Fees. Mr. Sabol <br />seconded the motion. Upon roll call, the following vote was recorded: AYES: <br />Councilmembers Kelley, Sabol and Thompson. N~S: Councilmembers Lieberman, Adams, <br />Metcalfe and Mayor Mooney~ The motion was defeated by a vote of four to three. <br /> <br />Mr. Ollendorff said Mr. Sabol had noticed that the permit applications do not spell <br />out which fees are-refundable and which are not. In the future, that information <br />will be shown on the permit application forms and on the permits. <br /> <br />Mr. Adams moved that this bill be adopted as an ordinance. Mrs. Metcalfe seconded <br />the motion. Upon roll call, the following vote was recorded: AYES: Councilmembers <br />Sabol, Thompson, Lieberman, Adams, Metcalfe, Kelley and Mayor Mooney.
