Session 1258, Minutes Page 19 <br />September 22, 1980 <br /> <br />~-~ Mr. Sabol moved approval. Mr. Adams seconded the motion, which passed. <br /> <br />Discussion followed, with a brief history of how the Community Center came into ex- <br />istence. Mrs. Thompson said a neighborhood group was concerned about the adminis- <br />tration of the Center because of its being a neighborhood center, built by volunteer <br />community taboF (although funds for materials came from community development money). <br />Mrs. Metcalfe said it was necessary for some entity to have administrative control, <br />becauselof insurance and for other considerations, and it seemed feasible for the <br />School District to assume that role. Mr. Ollendorff said the School District has <br />the option of turning it over to the community group. Mrs. Thompson said she didn't <br />feel the Council should pass this resolution until the City has met with the neigh- <br />borhood group. Mr. Ollendorff said the City has ensured that the programs going on <br />in the Center will be continued, but that the neighborhood group could not rent it <br />out to make money for themselves under either City or school jurisdiction. He felt <br />the City should not continue to try to maintain the Center because it does not have <br />the manpower to do so, and also it is on school property. He felt it was logical <br />that the School District have jurisdiction, and it would also make it easier for the <br />neighborhood group to obtain permission to use the Center, having only one place to <br />go, instead of having to consult with both the School District and the City. <br /> <br />Mr. Lieberman said he would like to have some assurances that the School District <br />will be fair and sensitive to requests from the con~nunity. Mrs. Thompson concurred. <br />Mr. Ollendorff said he could not guarantee that eventuality, but felt the School <br />Board would respond to requests in a fair and Just manner. Mr. Lieberman and Mayor <br />Mooney felt that the School Board could make those assurances to the City and the <br />Council by stating that they are concerned about the neighborhood and will respond <br />to neighborhood requests. <br /> <br />Mr. Ollendorff said Superintendent of School Irene Lober has already given him as- <br />surance that the School Board is very aware of this matter, and will be responsive <br />to the community surrounding the Pershing Center. Guidelines will be approved by <br />the School Board that allow community groups to use the Center on a reasonable basis. <br /> <br />Mr. Kelley moved to reconsider the vote. Mrs. Metcalfe seconded the motion, which <br />carried unanimously. Mr. Kelley moved approval of the resolution, conditional on <br />satisfactory assurances by the School Board that citizen participation and use of the <br />Pershing Community Center will be continued. Mr. Sabol seconded the motion, which <br />carried unanimously. <br /> <br />TRAFFIC COMMISSION RECOMMENDATION <br /> <br />Mr. Lieberman said tbe Traffic Commission had recommended, after a trial period, that <br />there be parking restrictions on certain sections of Burch Lane at certain times of <br />the day. Mr. Lieberman asked that an ordinance be prepared embodying those recommen- <br />dations. <br /> <br />LEGISLATIVE RECOMMENDATIONS <br /> <br />Mr. Lieberman noted that the National League of Cities and the Missouri Municipal <br />League were urging that the Council support the revenue sharing bill, S.B. 2574 (as <br />amended by Congressman Gephardt to allow for inflation) and to notify their congress- <br />ional representatives of that support. Mayor Mooney said he would see that the aP- <br />propriate congressmen are notified. <br /> <br /> <br />
