Session 1258, Minutes Page 7 <br />September 22, 1980 <br /> <br />Mr. Robinson noted that the conversion of these apartments would definitely upgrade <br />them, and that Kenstan would do whatever it could to help tenants buy, if they <br />wished, or to help relocate them, if possible. <br /> <br />In answer to Mr. Adams, Mr. Shapiro said the apartments had 860 square feet each. <br />Mr. Adams asked if there was a large demand for condominiums, and Mr. Shapiro said <br />the housing industry had not caught up with housing needs for single-family dwell- <br />ings, and condominiums answer an economic need for housing at a minimum price per <br />square foot. Mr. Adarns did not feel $40,000 was a minimum price, and Mr. Shapiro <br />said that was a reasonable price for an apartment in a very nice building in a de- <br />sirable location. Mr. Adams was concerned that these units would be difficult to <br />sell because of current real estate conditions and high interest rates° Mr. Shapiro <br />said he thought interes~ rates would be coming down, and he anticipated a good hous- <br />ing market° <br /> <br />Mr. Kelley moved to approve the application. Mrs. Metcalfe seconded the motion. <br /> <br />Mrs. Thompson said she was concerned about the senior citizen tenants and their be- <br />ing able to find another home~ Mrs. Marilyn Shapiro was asked to come forward. Mrs. <br />Shapiro said she had talked to each tenant except one (who was out of town), and only <br />one had said she would not stay. She said if others had told her they were not going <br />to stay, she would have worked with them, also. She said the others were waiting to <br />see what the selling pri~e would be. She said an apartment would be available, with <br />one .month's notice, in Canterbury Gardens for the tenant that she worked with, at a <br />price less than her present rent, with the same facilities she now has. Mrs. Thomp- <br />son said she was not opposed to condominiums as such, but had concern for those who <br />may be displaced. Mrs° Shapiro said she would work with anyone who wished to move to <br />try and find comparable quarters. In response to Mr. Adams, Mrs. Shapiro said no <br />plans had been made to furnish relocation or moving expenses to tenants. <br /> <br />All voted Aye on Mr. Kelley's motion except Mr. Sabol and Mrs. Thompson, who voted Nayl <br /> <br />Mr. Ollendorff noted that he had proposed some changes in the condominium ordinance, <br />which had been distributed to Council just prior to the meeting. He suggested that <br />Council study them with a view toward recommending to him how they would like to pro- <br />ceed on this matter~ <br /> <br />.Mr~ Adams suggested that any further conversions be held in abeyance until the Coun- <br />cil has a chance to review these suggestions. Mr. Kelley said this was not to be tak- <br />en as a Council directive, and the City Manager should follow the ordinances now on <br />the books until such time as they are changed. <br /> <br />Mr. Adams then asked that an emergency ordinance be drawn up declaring a three-month <br />moratorium on condominium conversions so the Council has a chance to examine alterna- <br />tives and decide what changes they would like. <br /> <br />SPECIAL BUSINESS DISTRICT - PUBLIC HEARING <br /> <br />The City Manager said a public hearing was scheduled for 8:00 P.~.' to discuss the es- <br />tablishment of a special business district which would authorize special taxes on <br />business and commercial property for the benefit of that district.
