Session 1806
March 19, 2001

Downing Sales

$20,256.50 (1-No Bid Item)

The Sanitation Department reviewed the bids and stated that the dumpsters quoted by
MWC and Downing are not compatible with the City's trucks. Therefore, Mr. Ollendorff
recommends awarding this purchase to Waste Systems for their bid of $22,363.00.

#4 - Renovations of Tees #1 and #9 at Ruth Park Golf Course: Invitations to Bid were
sent to three companies for subject requirement. $22,770 was set aside for the
requirement. The following bids were received:

Munie Outdoor Services ................... $22,770.00
Schaeffer-Meyer Seed Sod ................ $13,885.00

Mr. Ollendorff recommends acceptance of the Munie Outdoor best bid of $22,770.00
based on their superior performance on past contracts and higher level of experience
as compared to the other bidder. Proven ability to meet schedules is also a factor since
timely completion will result in improved revenue to the City.

#5 - Parking Restrictions - 6200-6600 Delmar Blvd. - Removed from the consent
calendar by Mr. Lieberman.

Mr. Wagner moved approval of the consent calendar. Mr. Schoomer seconded the
motion, which carried unanimously.

From Consent Calendar) PARKING RESTRICTIONS 6200-6600 DELMAR BLVD:

Mr. Ollendorff stated that the University City Loop Special Business District
unanimously requests City Council support and endorsement of the effort to remove the
rush hour parking restrictions in the University City Loop. Currently this St. Louis
County road has a parking prohibition from 4-6 pm in these four blocks. This restriction
severely impacts businesses in the U. City Loop by limiting customer access. I concur
in the request since much of the time there is only limited restriction of thru traffic. We
need to urge St. Louis County to find a better balance between traffic flow and parking
needs.

Responding to Mr. Lieberman, Mr. Ollendorff explained that all that is required from
Council is a vote to endorse the LSBD's request to the County to remove the parking
restrictions. Mr. Oltendofff stated that he would forward the LSBD's letter, along with
the Council's endorsement, to the County.

Mr. Schoomer said that this measure has been sent to the County on numerous
occasions over the last twenty some-odd years and they have denied it each time.

3
