Session 1806 <br />March 19, 2001 <br /> <br />Mr. Schoomer moved endorsement of this measure. Mr. Sharpe seconded the motion. <br /> <br />Mayor Adams stated that this was indicative of one of the great problems and benefits <br />of the Loop in that there is a parking need in the Loop. There is an ever increasing <br />parking need in the Loop as demonstrated very amply by this request by the Loop <br />business community. He wholeheartedly endorsed this measure. <br /> <br />Mr. Munkel suggested going in front of the County Council if we are denied again and <br />request and County Council rule on this. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA #2 - SITE PLAN - 6662 DELMAR: <br /> <br />Mr. Ollendorff recommends approval of the site plan for construction of a new 14,500 <br />square foot two story retail store located on the site of the former Smith Hardware <br />subject to several conditions. The developer has agreed to site the building with <br />increased frontage on Delmar and has made adequate provisions to make it quite likely <br />that all ordinance requirements including parking will be met. Conditions should include <br />that development be in accordance with site plan; landscaping carried out as approved <br />by the city forester before permit issuance; 35 foot height restriction; exterior surface <br />details acceptable to the Planning Director, lighting in conformance with zoning code <br />and shielded from adjacent residences, drainage and grading approved by appropriate <br />agencies, construction traffic and parking plans approved and implemented, setback <br />approval dependent on zoning code amendment, screening of mechanical/electrical <br />equipment and trash receptacles; reduction in building size if adequate parking is not <br />assured; the applicant agree to pay into the City's parking fund a fair share of the <br />parking acquisition/construction costs. It is anticipated that a definitive parking plan and <br />financing will be available for City Council review at this meeting which will allow the <br />deleting of the last two conditions. We look forward to the early completion of this well <br />conceived plan which will make the famous University City Loop retail, restaurant and <br />entertainment district even more enjoyable. <br /> <br />Responding to Mr. Wagner's question on the parking plans, Mr. Ollendorff stated that <br />there were actually 3 alternate plans, the ideal plan would expand the parking lot east <br />of Smith Hardware and south of Craft Alliance into Loop South. Loop South is the <br />roadway to the south of this property. This would increase the parking from about 50 <br />spaces that exist now to about 88 spaces in total. This in turn, would leave enough <br />additional parking to allow this project to go forward, as well as any addition to Craft <br />Alliance. The three plans vary from a few parking spaces, but they all provide an <br />additional thirty parking spaces. The plan would have to be approved by the applicant, <br />the City, Craft Alliance and by Commerce Bank. The City approves and the applicant, <br /> <br />4 <br /> <br /> <br />
