Session 1806 <br />March 19, 2001 <br /> <br />Urban Outfitters, approve, but Craft Alliance and Commerce have not approved the <br />plan in writing, as of yet. They generally approve, but all of the legal details still need to <br />be worked out. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff stated that several assurances for <br />performance quality and completion will be obtained. One agreement spells out the <br />contribution by the developer in the exact amount of dollars and under what conditions <br />they would be paid in. Part of the parking would be constructed by the applicant to the <br />rear of his new building. Part would be constructed by the City using the funds paid in <br />by the developer. So we do have a draft agreement whereby the developer will pay his <br />fair share of the costs and the Council will see this agreement at the next meeting. <br /> <br />Responding further to Mr. Lieberman, Mr. Ollendorff said that the fifth condition of the <br />site plan that the applicant must submit for our approval a plan to deal with construction <br />traffic and parking. After it is approved, the plan must be implemented. <br /> <br />Sol Barkett, 1914 N. Orchard, Chicago, Illinois is the owner of the building. He stated <br />that he had been working for quite sometime with Mr. Ollendorff in regards to the <br />conditions and they are very much aware of them and agree with them. The City has <br />been very cooperative in trying to accommodate their needs, as well as Craft Alliance <br />and Commerce Bank. He believes that the solution that has been developed is a very <br />fair compromise which will accommodate everyone's needs. <br /> <br />Rich Obertino, TRI Amhitects, is the amhitect for the project. In response to Mr. <br />Munkel's question, he stated that the setback is approximately 10 - 12 feet off of the <br />curb. <br /> <br />Harvard Muhm, is a Craft Alliance Boardmember. Craft Alliance wish to raise their <br />concerns for parking primarily. Everyone realizes that there are significant parking <br />problems in the Loop. Craft Alliance is looking to expand their present location. <br />Expansion limited because they are totally surrounded by Commerce Bank's property. <br />The other problem is the preservation of their rights to existing parking. He has only <br />seen one parking plan, not the three that Mr. Ollendorff referred to. Craft Alliance does <br />generally approve Mr. Ollendorff's plan with several caveats. One being they would like <br />to expand, but have no right to expand. Second, they do not have adequate parking in <br />this area for any expansion. They like the idea of Urban Outfitters being in the Loop, <br />but they don't understand where the extra parking spaces are coming from to allow this <br />expansion according to the Zoning Code. He also thought that the normal course of <br />business was for this to go in front of the Plan Commission prior to the City Council. <br />Craft Alliance wishes to protect their rights under the parking agreement, namely 18 <br />spaces during the day and all of the spaces at any time the bank is not operating. If <br />Urban Outfitters would move in next door, it seems unlikely that their customer would <br /> <br />5 <br /> <br /> <br />
