They wish to be on the record to not <br />objecting to Mr. Barkett's plan for putting in an Urban Outfitters, but they are concerned <br />about the availability of parking and wish to protect their parking agreement. They are <br />also concerned about this project is being pushed through, not using proper <br />p roced u re s. <br /> <br />Mr. Schoomer moved approval, with all conditions. Ms. Colquitt seconded the motion. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said that there are two processes that new <br />buildings have to go through; site plan or conditional use. Certain uses have to have <br />conditional use permits, such as restaurants, gas stations, etc. Conditional uses have <br />to before the Plan Commission prior to the City Council. Straight retail require a site <br />plan. Site plan uses go to the planning staff, then to him and finally to the City Council. <br /> <br />Responding to Ms. Colquitt, Mr. Ollendofff stated that Craft Alliance has only seen the <br />preferred parking plan that we hope to build. It does include enough additional parking <br />to include their needs. It does require the formal approval of a signed agreement <br />between all the parties and we do not have that yet. <br /> <br />Responding to Mr. Munkel, Mr. Ollendorff stated that the preferred plan will preserve <br />Craft Alliance's parking rights. The City could not, even if we wanted to, take away <br />Craft Alliance's existing rights to a certain amount of parking in that existing lot. The <br />City wishes to protect those rights, but assure them that there is additional parking for <br />their addition. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff clarified that their current parking rights <br />are protected, not expansion parking. It is hopeful, that additional parking can be <br />guaranteed through the proposed parking plan for their expansion, as well. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA #3 - PACKAGE BEER LICENSE - 8159 OLIVE: <br /> <br />The City Council may approve the transfer of the liquor license at the Seven-Eleven <br />store from Southland Corp. to the new franchisee, Zulfiqar Haider. The licenses <br />requested are to sell beer by the package including on Sunday. This is the same <br />license that has existed at this location for many years. The location has not been the <br />scene of liquor violations in recent years and the applicant has a clear record since <br />minor violations occurred in the early 1990's. <br /> <br /> <br />
