Session 1806
March 19, 2001

Mr. Sharpe moved approval. Mr. Munkel seconded the motion, which carried
unanimously.

AGENDA #4 - SUNDAY LIQUOR LICENSE - 1148 FERGUSON:

An application has been received to expand the sale of packaged beer to add Sunday
sales at this convenience store in the middle of a residential area. The City Council
may choose to deny since there is no finding that expanded beer sales are a high
priority need in this neighborhood and since the applicants do not have clear records.

Mr. Lieberman moved denial. Mr. Sharpe seconded the motion.

Responding to Ms. Colquitt, several Councilmembers answered that this convenience
store is at the corner of Plymouth and Ferguson, called Shop n' Sack.

The denial carried unanimously.

AGENDA #5 - CONSIDERATION OF REQUEST FOR SOLICITATION PERMIT - LIFE
SKILLS FOUNDATION:

Mr. OIlendorff recommends approval of a request from the Life Skills Foundation to
allow volunteer representatives to conduct a Tag Day in University City on Friday, April
27, and Saturday, April 28, 2001. Solicitations will take place in front of businesses
between the hours of 9:00 a.m. and 6:00 p.m. Advance permission must be obtained
from each business before the solicitation can take place. Similar activities are being
planned throughout St. Louis City and County.

The application states that cost of raising funds in the solicitation will not exceed 25% of
the total amount raised. Also, a representative of the organization has been invited to
be present at tonight's meeting, should the Council have any questions.

Ms. Colquirt moved approval. Mr. Schoomer seconded the motion.

Mr. Lieberman wished to commend the LifeSkills organization for doing solicitation the
way it should be done, in front of businesses - not door-to-door.

The motion to approve carried unanimously.

7
