Session 1806
March 19, 2001

AGENDA #6 - PICNIC BEER LICENSE - TEAM ST. LOUIS:

Mr. Ollendorff recommends approval of a picnic license for a fundraising event at the
University City Community Center on March 31,2001. Beer will be served to those
paying for admission. The organization has a good record in conducting such events.

Mr. Munkel moved approval. Ms. Colquirt seconded the motion.

Responding to Misters Lieberman and Schoomer, Mr. Ollendorff was unsure of who
they were or the type of event they would be having.

Mr. Ollendorff explained that a liquor license is required by state law and city ordinance
if any money changes hands. In this case, they are going to give away the beer free.
That does not get them off the hook, because they are charging admission to the event.

Mr. Wagner would like to move to amend the original motion to approve contingent on
the City Manager finding who this group is and what type of event they are holding and
if it is in the best interest of the City. Mr. Sharpe seconded the motion.

Mr. Schoomer is not sure that we can handle a liquor license this way. He believes our
only option is to approve or deny.

Mr. Wagner clarified that this would be approved as long as Mr. Ollendorff received the
above answers that would be deemed appropriate by Council.

The motion to amend carried six to one, with Mr. Munkel voting Nay.

The main motion, as amended, carried unanimously.

AGENDA #7 - CONDOMINIUM/RESUBDIVISION 8631 OLD BONHOMME:

Mr. Ollendorff concurs with the Plan Commission recommendation for approval of the
final plat for the Saxony Condominiums resubdivision into 21 residential units.

Mr. Munkel moved approval. Mr. Wagner seconded the motion, which carried
unanimously.

AGENDA #8 - CONDITIONAL USE - 6600 DELMAR:

The Plan Commission finds that a conditional use permit should be approved for a
restaurant at 6600 Delmar if conditions are accepted and met. Mr. OIlendorff concur
with that recommendation and all conditions with two minor modifications. Conditions

8
