To: Honorable Mayor Adams and Council
From: Julie Feier, City Manager
Date: December 4, 2008
Subject: Weekly Update
flood
East-West Gateway and the Corp of Engineers have assisted with updating our
maps.
The Corp will present their findings at the December 13 community meeting
regarding the River des Peres at Heman Community Center from 9 AM to 12 PM. The
Corp and MSD will provide updates during a 9 AM session, before flood victims begin
meeting with service providers. In the current estimation, 147 living units exist within
the 5-year flood area, 219 within the10-year, 263 within the 25-year and 360 within the
100-year flood area. The estimated annual loss within the ten-year flood area is $1.3
million. The potential damage in the 100-year flood plain increases to $1.7 million,
indicating the extent of greatest financial risk appears to be heaviest within the 10-year
flood area. Based on my review of the maps, Hurricane Ike affected the 10-year flood
area.
strategic goals for 2009 and a 2009 Meeting Topic
The updated draft of the
Schedule
developed in concert with Council’s goals is attached for your review. If you
have time, please review and we can approve at the December 8 meeting. Once
approved, I will prepare the annual administrative report. If you have any questions or
additions, please let me know prior to the Monday night meeting. If you need more
time, Council can approve it in January.
The Loop Holiday Walk is this Saturday, December 6 from Noon to 6 PM.
For
more information, please check out their newly redesigned website,
www.VisitTheLoop.com.
The City has been informed by St. Louis County Department of Planning that the
Sutter-Meyer House $1,000 CDBG
will not be eligible for the funding requested and
approved by City Council because it does not fall under any of the national objectives
considered as a CDBG activity. It does not actually reside inside the CDBG low to
moderate income area, nor does it fall under slums and blight. If the house did meet
one of these criteria, the house would still not be eligible because it is owned by the City
and this work would be considered within the realm of general work conducted by a
government. The City did not lose this CDBG funding as it has just been placed in a
separate CDBG category. Once the final CDBG contract is approved by the County,
the City Council can move this funding to a different category if it so desires. I would
