<br /> <br /> <br /> <br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />September 28, 2010 <br />Centennial Commons, 7210 Olive Blvd. <br /> <br />President Livingston Sykes called the meeting to order at 6:30 pm. Other members present were: <br />Karen Dille Nancy MacCartney, Director <br />William Field Lynda Euell-Taylor, Recreation Superintendent <br />Jerry Fitch Tom McCarthy, Asst. Recreation Superintendent <br />Karen Palmer Lynn Ricci, Council Liaison (arrived at 6:38 pm) <br />Linda Peoples <br />Caryn St. Clair <br />John Sweeney <br />Excused Absence: Gwendolyn Gaines-Beckwith <br />Disposition of Minutes from July 27, 2010 <br />Minutes reviewed. Ms. Peoples moved to approve minutes as presented, Mr. Fitch seconded; vote taken, 6 in <br />favor and Ms. Dille abstained. <br />Citizen’s comments on items not on Agenda – None <br />Residential Identification Card Policy <br />Mr. Acme Price indicated he received a letter inviting him to address the Park Commission on this issue and stated <br />four years ago the resident ID card (with fee attached) was established at Ruth Park Golf Course with residency <br />based on the City’s occupancy permit system, and feels the card is unnecessary if residency is established through <br />the occupancy permit system. Mr. Price is opposed to the resident ID card as it pertains to Ruth Park Golf Course <br />and requests the board rescind it immediately. <br />Ms. MacCartney gave a highlighted overview of the residential identification card policy memo. Ms. Dille posed <br />the question to Mr. Price if it was the cost of the ID card or idea of the requiring the card; Mr. Price replied it was <br />the idea of requiring the purchase of the card. Ms. MacCartney indicated some possible changes: require just <br />driver’s license, modify fee structure requiring higher rate for residents and non-residents. Ms. Palmer asked what <br />do Clayton residents provide to receive resident rates at Ruth Park. Ms. MacCartney indicated a Clayton resident <br />must provide their Center of Clayton ID card to obtain the UCity/Clayton golf ID. Mr. Fitch stated it seems the <br />essence of concern is the inconvenience of obtaining the resident ID card. <br />Ms. Ms. Euell-Taylor gave an overview of the current procedures for purchasing a resident ID card. Ms. Ricci <br />raised the question what is the goal of the ID cards and using her laptop gave an overview of what other <br />municipalities require of their resident to obtain an ID card. Mr. Sweeney suggested establishing one fee for all <br />golfers. Mr. Price indicated raising rates would be punishing the golfing public and is against making one rate for <br />all stating golfers may be opposed. Ms. Elise Glickert gave a brief history of the establishment of the City’s resident <br />ID card system. Ms. Ricci thanked Mr. Price for his comments. <br /> <br />
