Please call 505- <br />8568 to confirm your attendance. <br /> <br />AGENDA FOR THE MEETING <br /> <br />1. Staff Overview of the Manual on Uniform Traffic Control Devices (MUTCD) <br /> <br />The City adopted by resolution RES032006 (see attached) that the Public Works Department <br />follow the Manual on Uniform Traffic Control Devices (MUTCD) to ensure consistency in the use <br />and placement of traffic control devices. The MUTCD is incorporated by reference in 23 Code of <br />Federal Regulations CFR Part 655 Subpart F and is recognized as the national standard for all <br />traffic control devices installed on any street highway or bicycle trail open to public travel. <br /> <br />Staff recommendations on traffic policy and procedures are based on our use of the MUTCD <br />manual and we supplement our recommendations based on the regulations in University City’s <br />Municipal Code. <br /> <br />The MUTCD uses headings to classify the nature of the traffic policies as follows: <br /> <br />1. Standard – Mandatory requirement <br />2. Guidance – Recommended statement <br />3. Option – Practice with permissive condition <br />4. Support – Informational statement <br /> <br />A Copy of the MUTCD’s Introduction and Table of Contents of the current version of this <br />publication will be provided at the meeting for your future reference. The manual is also <br />available online at: http://mutcd.fhwa.dot.gov/pdfs/2003r1/pdf-index.htm. <br /> <br />Because traffic and transportation issues can be very complex and transportation engineering is <br />a very technical and specialized area of engineering, from time-to-time, the City retains a <br />transportation engineering consultant to help address issues. Lee Cannon from Crawford, <br />Bunte, and Brammeier (CBB) will provide a brief presentation on the traffic engineering field and <br />why each specific traffic request must be evaluated based on the MUTCD and our municipal <br />code to reduce the potential liability to the Traffic Commissioners and the City. <br /> <br /> <br />2. Children at play signs at 8100 and 8200 blocks of Tulane Ave. <br /> <br />Please find attached a traffic request submitted on May 20, 2009 by Allen Sabol, resident at <br />8101 Tulane Ave, to install signs to alert drivers of children playing and riding bikes on the street. <br /> <br />Traffic Commission Agenda – June 10, 2009, Page 1 <br /> <br /> <br />
