<br />6801 Delmar Boulevard, University City, MO 63130 <br />Phone: 314-862-6767, Fax: (314) 862-0694 <br /> <br />CITY OF UNIVERSITY CITY <br />MINUTES OF THE TRAFFIC COMMISSION <br />MEETING ON November 12, 2003 <br /> <br />Acting chairperson Susan Schafers called the meeting to order at 6:35 p.m. Those present <br />were: <br /> <br />Melcine Henderson Raymond Creer <br />Elizabeth Schiller Mariela Tapia, Traffic Commission Secretary <br /> <br />Residents were present representing the 500 block of North and South, University View <br />Neighborhood Association, and Williams-Kingsbury intersection <br /> <br /> <br />Residents represented the following issues: <br /> <br />1.Additional set of Stop Signs for Kingsbury-Williams intersection. <br /> <br /> <br />Representing this issue were David and Jitka Olander (7114 Kingsbury), Genice Self (7057 <br />Kingsbury), and Deb Carlin (7132 Washington). <br /> <br />Dr. Carlin made an exposition for all the audience. She mentioned her concerns about cars <br />going fast along Kingsbury and she is proposing to install additional stop signs at Kingsbury- <br />Williams intersection. <br />Mr. Olander presented an article regarding traffic studies concluding that stop signs do not <br />have to be used to deter speed. Placement of un-required stop signs tends to breed <br />disrespect by drivers and possible disregard for traffic control devices. <br />Ms. Tapia explained that there are some warrants that should be met to install a 4-way stop. <br />Dr. Carlin would like a traffic study for Kingsbury Blvd. Ms. Schafers explained that those <br />are too expensive and would be performed under several considerations. At this moment, <br />there is no need for such study on Kingsbury. <br />An indication that an intersection may need a 4-way stop control is if 5 or more collisions <br />have occurred during the past 12 months. So far, there was an accident on February, 2000 <br />and no police report was written. <br />During the meeting, there were recommendations to install “slow” and “speed limits” signs. <br />However, there is the issue about Kingsbury being a divided street, the north part private <br />subdivision and the south a public street. We should contact the residents on Kingsbury to <br />check if they agree to have signs in front of their houses. So far, residents seem not to have <br />any concerns about the safety of Kingsbury. <br /> <br />The Traffic Commission voted to recommend installing “2-way stop” signs on the existing <br />stop signs on Williams at Kingsbury. <br />V:\WP51\Mariela-Projects\Traffic Commission\minutes\2003\Minutes 11-12-03.doc <br /> <br />
