6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
September 13, 2006

Acting chairperson Catherine Nichols called the meeting to order at 6:35 p.m. Those members
present were:
?Morton Hyman and Benjamin Halpert, Traffic commissioners

?Mariela Tapia, Secretary

?Eric Husman, Public Works representative

?Sgt. Michael King, Police Department

?Robert Wagner, Council Liaison

Notes:
?Mr. Morton Hyman was introduced as a new traffic commissioner

?Mr. Greg Patterson and Ms. Jodie Ladner are newly appointed traffic commissioners but

they were unable to attend this meeting.

AGENDA ITEMS:
1.Parking prohibitions on the west side of Jackson, north of Balson

Mr. Scott Hafertepe, Chief Financial Officer of the School District of University City, requested
parking prohibitions on the west side of Jackson between Shaftesbury Ave. and Balson Ave for
approximately 250 feet. The space is necessary to accommodate parking for the school buses
as part of a transportation program that the school implemented. The school already
installed temporary “no parking signs” in the specified area.

It was stated that at the July, 2006 meeting, the traffic commission approved parking
prohibitions on one side north and southbound Jackson Ave. from Dartmouth to Tulane.
Currently, there are no temporary signs indicating this prohibition. The Council has not been
presented the previously approved parking restrictions, pending the consideration of this
additional request.

Sgt. King stated that results from the transportation program that the school implemented are
good. The police stated that fighting between students at the end of the school day has
decreased.

Councilmember Wagner stated that in the past students from University City High School have
complained about the lack of parking spaces. Dartmouth and Tulane are public streets in the
neighborhood but they are full of resident’s parked cars.

The request from the School District representatives stated that there are ample parking
spaces in the Jackson Park School parking lot for teachers and students.

Mr. Hyman questioned if the City has received any complaints since the beginning of the
school year. It was clarified that the City has not received any complaints from students nor
residents regarding parking restrictions.
V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 9-13-06.doc
