<br /> <br />Plan Commission <br />October 24, 2012 Meeting Minutes <br />(approved November 28, 2012) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on October 24, 2012. The meeting <br />commenced at 7:00 pm. <br /> <br />Voting Members Present Voting Member Absent <br />Ben Halpert (Chairperson) Deidre Lewis (Vice-Chairperson) <br />Lisa Greening <br />Non-Voting Council Liaison Absent <br />Cirri Moran <br />Linda Locke Arthur Sharpe Jr. <br />Ben Senturia <br />Nova Felton <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning and Economic Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />Mr. Halpert asked for any discussion pertaining to the August 22, 2012 minutes. There being <br />none, he asked for a motion. <br /> <br />Ms. Locke made a motion to approve the August 22, 2012 Plan Commission meeting minutes. <br />The motion was seconded by Ms. Greening. The motion was approved unanimously. <br /> <br />Presentation: Draft Complete/Livable Streets Ordinance <br /> <br /> <br />Mr. Halpert announced that the next item on the agenda was a presentation on the Draft <br />Complete/Livable Streets Ordinance from members of the <br />. The presentation was given by Sarah Hanley, co-chair of the Bike <br />and Walk Task Force. The purpose of the policy would be to set forth guiding principles and <br />practices to be considered in all development projects containing transportation elements to <br />encourage walking, bicycling and other non-motorized forms of transit, in addition to normal <br />motorized transit, including personal, freight, and public transit vehicles. In this policy, all <br />elements would be designed to allow safe operations for all users regardless of age or ability. <br />The ultimate goal of this policy was the creation of an interconnected network of <br /> the needs of all users in pleasant and appealing ways in order to achieve <br />maximum functionality and use. <br /> <br />Questions/Comments from the Plan Commission and responses included: <br /> <br />tm; <br /> šE <br /> <br />
