<br /> <br />Plan Commission <br />November 28, 2012 Meeting Minutes <br />(approved 12/19/2012) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on November 28, 2012. The meeting <br />commenced at 7:00 pm. <br /> <br />Voting Members Present Voting Members Absent <br />Ben Halpert (Chairperson) Ben Senturia <br />Deidre Lewis (Vice-Chairperson) <br />Lisa Greening <br />Non-Voting Council Liaison Absent <br />Cirri Moran <br />Linda Locke Arthur Sharpe Jr. <br />Nova Felton Paulette Carr (attended in place of Arthur Sharpe Jr. <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />Mr. Halpert asked for any discussion pertaining to the October 24, 2012 minutes. Ms. Felton <br />indicated a typographical error in the first paragraph of the draft minutes regarding the term <br /> and expressed concern with the omission of a question <br />she asked the presenter regarding the presence of any African-American members on the <br />committee. <br /> <br />Staff noted the two items mentioned and stated the changes would be made. <br /> <br />Mr. Halpert asked for a motion to approve the minutes of October 24, 2012. A motion was made <br />by Ms. Greening to approve the October 24, 2012 minutes with the amendments as stated. The <br />motion was seconded by Ms. Lewis. The motion was approved unanimously. <br /> <br />Final Development Plan for a proposed mixed-use / student housing development <br />Addresses: 6241, 6251, 6255. and 6263 Delmar Boulevard; 609, 701, and 707 Eastgate <br />Avenue; 6236 and 6322 Enright Avenue; and 700 Limit Avenue. <br /> <br />Mr. Greatens presented slides showing the area of the proposed development. Peter Tao with <br />Tao-Lee Associates, on behalf of Washington University in St. Louis, was present to answer <br />questions and take comments. Mr. Greatens indicated that he would provide Staff comments and <br />recommendations. He indicated, as stated in the Staff report, that there had been two minor <br />modifications since the Preliminary Development Plan was approved: 1) To build, in Phase 2, <br />proposed cooling towers to serve the entire development at the southeast corner of Building 4 <br />and, 2) A minor re-configuration of Building 1A to allow potential for a larger ground floor retail <br />tm; <br /> E <br /> <br /> <br />
