<br /> <br /> <br />Plan Commission <br /> <br />March 27, 2013 Meeting Minutes <br /> <br />(approved 5/22/2013) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on March 27, 2013. The meeting <br />commenced at 7:30 pm. <br /> <br />Voting Members Present Voting Members Absent (excused) <br /> <br />Linda Locke, Vice-Chairperson Deidre Lewis (Chairperson) <br />Evelyn Hollowell Lisa Greening <br />Ben Halpert Ben Senturia <br />Cirri Moran <br /> <br />Non-Voting Council Liaison Present <br /> <br />Mayor Shelley Welsch <br /> <br />Staff Present <br /> <br />Ray Lai, Deputy Director of Zoning and Economic Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br />Ms. Locke announced there were no meeting minutes to consider. <br /> <br />Public Hearing: Conditional Use Permit Application 8664 Olive Boulevard, Unit C <br /> <br />The Vice-Chairperson announced that a public hearing was scheduled for Conditional Use <br />Permit application 13-01608 and the applicant, Tesla Motors, Inc., was requesting to operate a <br />vehicle repair facility in the IC Industrial Commercial District. The Vice-Chairperson stated <br />that the public hearing notification requirements had been met in accordance with Article 15 of <br />the Zoning Code. The Vice-Chairperson noteres and criteria for <br />reviewing Conditional Use Permits and amendments to them (Zoning Code Section 34-132.2). <br />The Vice-Chairperson stated that the Plan Commission must consider whether the use: a) <br />Complies with all applicable provisions of the University City Zoning Code; b) At the specific <br />location will contribute to and promote the community welfare or convenience; c) Will not cause <br />substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and <br />development policies of the City; and e) Will provide off-street parking and loading areas in <br />accordance with the standards contained in Article 7 of the University City Zoning Code. <br /> <br />Staff provided an overview of maps and pictures of the site and surrounding area. <br /> <br />Mr. David McVey with Tesla Motors, Inc. addressed the Plan Commission members and <br />explained the proposal. He stated that they would be a zero emissions facility because they <br />worked on fully electric vehicles.
