<br /> <br /> <br />Plan Commission <br /> <br />January 23, 2013 Meeting Minutes <br /> <br />(approved 2/27/2013) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on January 23, 2013. The meeting <br />commenced at 7:09 pm. <br /> <br />Voting Members Present Voting Members Absent <br /> <br />Ben Halpert (Chairperson) <br />Deidre Lewis (Vice-Chairperson) <br />Ben Senturia <br />Linda Locke <br />Cirri Moran <br />Lisa Greening <br />Nova Felton <br /> <br />Non-Voting Council Liaison Present <br /> <br />Arthur Sharpe, Jr. <br /> <br />Staff Present <br /> <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning, and Economic Development <br /> <br />A motion was called to add an agenda item annual election of officers. All approved and <br />motion was carried. <br /> <br />The meeting minutes from the December 19, 2012 Plan Commission meeting were approved. <br /> <br />Other Business <br /> <br />Bicycle and Pedestrian Master Plan <br />The Bicycle and Pedestrian Task Force members in attendance were Margaret Johnson, Sarah <br />Hanley, Carol Woosky, and Jane Schaeffer. Also in attendance was Cindy Manes from TrailNet. <br />The Task Force gave a little history of the force that was appointed by City Council members. <br />The Task Force was formed on October 4, 2010. TrailNet informed the task force about a grant <br />that they could get to hire a professional planning firm. H3 Firm was hired from that grant <br />money to work up the Bicycle and Pedestrian Master Plan. The steering committee consisted of <br />MODOT employees, St. Louis County Highways and Traffic, and the Task Force. Several <br />meetings and workshops were held to discuss with the public. Several City Council Study <br />Sessions were also held to discuss the plans. <br /> <br />Tim Breihan, Project Manager with H3 Studio gave a brief overview of the final plan document, <br />design analysis, project schedule, implementation and costs.
