<br /> <br />Plan Commission <br />September 25, 2013 Meeting Minutes <br />(approved 12/2/2013) <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on Wednesday, September 25, 2013. <br />The meeting commenced at 7:05 pm. <br /> <br />Voting Members Present Voting Members Absent (excused) <br />Linda Locke (Vice-Chairperson) Deidre Lewis (Chairperson) <br />Ben Senturia Lisa Greening <br />Ben Halpert <br />Cirri Moran <br />Evelyn Hollowell <br /> <br />Non-Voting Council Liaison <br />Stephen Kraft (for Mayor Welsch) <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />A motion was made by Mr. Senturia to approve the August 28, 2013 meeting minutes. The <br />motion was seconded by Ms. Moran and carried unanimously. <br /> <br />Public Hearing: Conditional Use Permit application 13-09925 6301-B Delmar Boulevard <br /> <br />The Vice-Chairperson announced that a public hearing was scheduled for Conditional Use <br />Permit application 13-09925 and the applicant, Deborah Fink with Devil City, LLC, was <br />requesting a ground floor restaurant, non-retail use, at 6301-B Delmar Boulevard in the CC <br />Core Commercial District. The Vice-Chairperson stated that the public hearing notification <br />requirements had been met in accordance with Article 15 of the Zoning Code. The Vice- <br />Permits and amendments to them (Zoning Code Section 34-132.2). The Vice-Chairperson stated <br />that the Plan Commission must consider whether the use: a) Complies with all applicable <br />provisions of the University City Zoning Code; b) At the specific location will contribute to and <br />promote the community welfare or convenience; c) Will not cause substantial injury to the value <br />of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood <br />development plan (if applicable), and any other official planning and development policies of the <br />City; and e) Will provide off-street parking and loading areas in accordance with the standards <br />contained in Article 7 of the University City Zoning Code. <br /> <br />tm; <br /> šE  <br /> <br /> <br />
