ACKERT <br /> <br />5597 As Amended ORDINANCE NO. <br /> <br />3583 <br /> <br />AN ORDINANCE AMENDING CHAPIER X MD~ICIPAL CODE OF <br />UNIVERSITY CITY, 1950, BY ADDING ~IEKETO A NEW <br />ARTICLE TO BE KNOWN AS "ARTICLE 1014, TRAFFIC COM- <br />MISSION," ESTABLISHING A TRAFFIC COmmISSION, PROVIDING <br />FOR ~ COMPOSITION THEREOF, ~ APPOINtmENTS AND <br />IERMS OF ~ MEMBERS, AND PRESCRIBING ITS POWERS AND <br />DUTIES. <br /> <br />~IEREAS, the number of vehicles using the public highways of the <br /> <br />City has greatly increased during the past few years and is constantly in- <br />creasing, and the matter of expediting traffi~s~reets is ~'ti['~ecomfng <br /> <br />a most serious problem; and <br /> <br />WHEREAS, the Council is of the opinion that it would be highly <br /> <br />advantageous to have the benefit of study and advice of a commission composed <br /> <br />of several citizens of the City with reference to the proper handling and <br /> <br />expediting of traffic on the public highways; <br /> <br />NOW, MIlEFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> <br />UNIVERSITY CITY, K[SSOURI, AS FOLLOWS: <br /> <br />Section 1. Chapter X Municipal Code of University City, 1950, is <br /> <br />hereby amended by adding thereto a new article to be known as "Article 1014. <br /> <br />Traffic Commission," and reading as follows: <br /> <br /> "ArtiCle 1014. TRAFFIC COI~ISSION. <br /> <br />Section 1014.1. <br />Section 1014.2. <br /> <br />Section 1014.3. <br /> <br />Establishment of commission. <br />Qualifications, appointment, terms of <br /> office, procedure. <br />Powers and duties. <br /> <br />Section 1014.1. Establishment of commission: There is hereby <br />established a traffic commission which shall consist of ten <br />members, seven of whom shall be citizens of the city not other- <br />wise connected with the city government, one of whom shall be <br />a member of the police department, one of whom shall be from <br />the personnel of the public works department, and one of whom <br />shall be a member of the city council. <br /> <br />Section 1014.2. Qualifications, appointment, terms of office, <br />procedure: On the first day of the month following the adop- <br />tion of ~his article, the council shall appoint seven members <br />of the traffic commission. Of those first appointed, one shall <br />be appointed for a term of one year, three for s term of two <br />years, and three for a term of three years each. Thereafter <br />all appointments shall be for terms of three years. Vacancies <br />on the commission shall be filled by the council by appoint- <br />ment for the unexpired term. Such members shall be residents <br />of the city and shall hold no other office in the city govern- <br />ment. At the same time, on recommendation of the city manager, <br />the council shall appoint as members of the commission one <br />from the police department of the city and one from the personnel <br />of the public works department, who shall remain members of the <br />commission unless removed by the city manager, with the consent <br />of the council, both of whom shall be nonvoting members. The <br />council shall also appoint one of its own members as a nonvoting <br /> <br /> <br />
