Session 1801 <br />January 22, 2001 <br /> <br />organizations. He wonders how Council will go about determining what is an <br />appropriate use and/or an appropriate organization and lastly, how does the use, after <br />conversion, is monitored to make sure it is actually applied. <br /> <br />Richard Glaenzer, 7112 Westmoreland, is the maintenance supervisor at the Bethel <br />Lutheran church. He welcomes the Episcopalians to the neighborhood, but he does <br />have concerns about parking. They have asked them for use of their parking lot on an <br />occasional basis. Their board of deacons is considering their request this evening. <br />Bethel is very busy throughout the week and he is not sure how often the Episcopalians <br />will be able to use their parking. <br /> <br />Arthur Ball, 6633 Alamo - 1st, stated that he would have liked to have participated in the <br />Plan Commission hearing, but they did not receive their notice until two days after the <br />Plan Commission met. They have concerns about the change from residential. He <br />would like to see some kind of review done to see if this area should remain residential <br />versus commercial. Parking is also a concern. <br /> <br />Charlie Wiest, 7018 Lindell, stated he lived directly behind the Bethel home and that <br />they have given him no trouble whatsoever since they have been there. He is here to <br />support the decision of the Plan Commission. He feels that Rev. Kinman can be <br />trusted and that he will be a good manager. <br /> <br />Joe Denigan, 7031 Forsyth, stated that he was here tonight to express some passive <br />opposition to this rezoning. He wanted to clarify that this is nothing to do with religion. <br />He is concerned with parking, traffic, property maintenance, peaceful enjoyment of the <br />property, parties, etc. He is concerned because there will be college students, not <br />deacons or seminarians, residing in the home. He believes that the whole idea of using <br />this property for something other than which it was built and has been used is a little <br />daunting. He asked the Council if they wished Forsyth to remain a residential area or if <br />this is just another piece of University City that Wash U. is taking. This will become <br />another home off the tax rolls. Traffic and parking is horrendous on Forsyth now and <br />this new use will only add to it. He is opposed to this rezoning. <br /> <br />Mark Schafly, 7115 Forsyth, wished to ask if the rezoning goes through what would <br />happen if this organization leaves in a few years. How do you regulate who moves in? <br />Parking is a major concern. He believes a permit parking plan should be considered. <br /> <br />Dan Keating, 7007 Northmoor, supports the Episcopalians use of 7023 Forsyth as <br />a campus ministry center. He has quite a bit of personal experience with the <br />Episcopalian students at the University. They have the student group to their house <br />twice a year and he knows Mike Kinman very well. They are unusually responsible, <br />positive students and they are not typical college students. He believes they make a <br /> <br />4 <br /> <br /> <br />
