Session 1801 <br />January 22, 2001 <br /> <br />real positive contribution to community service in the immediate area including <br />University City. <br /> <br />Mary Schiffer, 7023 Forsyth, is the owner of the properly at 7023 Forsyth and wished to <br />remind everyone that on one side of the house is the Lutheran Campus Ministry and on <br />the other side is a rental, which is directly across the street from a fraternity. It is not all <br />residential. She has had a positive relationship with the Bethel group and they actually <br />take better care of the property than the previous owners. The noise was minimal. She <br />supports the rezoning. <br /> <br />Harold Burroughs, Bryan Cave LLP, stated that he is also the Vice Chancellor of the <br />Episcopal Diocese of Missouri and is here in that capacity. He clarified that there will <br />be no large gatherings at the house at 7023 Forsyth. All large gatherings will continue <br />to be held at St. Michael's and St. George in Clayton. He also explained that a <br />conditional use permit would have to be filed and acted upon. This will give the City <br />ample opportunity to consider and control issues such as parking, traffic and property <br />maintenance. They will not change the physical structure of the building at all. The <br />building wilt be occupied by two students at all times. There will also be an office for <br />Rev. Kinman. Small gatherings of students will be all that is permitted at the house. <br /> <br />Rev. Mike Kinman, 1075 Midland, stated that he was in favor of the rezoning. The <br />Lutherans and Episcopalians have ratified a relationship of full communion. This <br />means they now have an incredibly close relationship and sharing of ministries of their <br />two denominations. While it is not a merger, it is the idea that they are close partners <br />and sharer of ministry. This is one reason why this piece of property is attractive to <br />them, since they will be right next door to the Lutheran Campus Ministry center. The <br />house is located only four blocks from the Washington University residence halls. The <br />students will be coming on foot. <br /> <br />Mayor Adams clarified that the owners of the property would be the Episcopal Diocese <br />of Missouri, not Rev. Kinman. <br /> <br />Mr. Ollendorff stated that he had received correspondence from Bates Childress <br />opposing the rezoning. Mr. Childress said that his condominium association received <br />notice of the hearing, but that individual owners did not. Mr. Ollendorff also received <br />correspondence from Leslie Chambers Strohm, who did receive notice but is opposed <br />to the rezoning. Mr. Ollendorff emphasized that if the rezoning is approved by the City <br />Council that it merely gives the applicant the right to apply for a conditional use permit. <br />This will go to the Plan Commission and then is recommended to the City Council. This <br />process allows the City to attach a list of conditions to restrict the use of the property. It <br />is still early in this process yet. <br /> <br />5 <br /> <br /> <br />
