Session 1801
January 22, 2001

Mayor Adams agreed that when he has driven by this location the operation has been
kept very neat and organized.

The motion to approve carried unanimously.

CITIZEN COMMENTS:

Bonnie Stirler, 7034 Pershing, wished to discuss the gross receipts tax on the residents
Laclede Gas bills. The gas bills have increased a great deal due to the price of natural
gas, but the city's tax on top of the increased costs make the bills even more
exhorbitant. She stated that she prepared an analysis based on her bill that she had
sent to the City Manager and City Council. Based on these findings, she believes that
a decrease in the tax would not hurt the City and provide needed relief by the residents.

Ewald Winker, 17282 Hilltop Ridge, said that he was previously a 40 year resident of U.
City and is currently also a 24 year full time employee and he currently serves as Park
Operations Superintendent. Mr. Winker came to address Council about the recent
increases in the employee's health insurance. He has two young children with asthma
and it costs him $500 for an overnight stay at the hospital up to $3000 for a family. He
believes that this is outrageous and that the City should look into this immediately and
find a better plan that would be less cost prohibitive. He mentioned that some of the
recent improvements in benefits benefitted only the department directors and feels that
the City should look into allowing other levels of managers the same opportunity to
benefit from these improvements. He believes that it is extremely important that the
City look into better insurance and pension benefits to acquire and retain quality
employees.

Mayor Adams stated that Mr. Winker can be assured that the Council will be looking at
this when budget is being considered.

CITY CLERK'S DOCKET:

BILLS FOR INTRODUCTION:

1. A bill was introduced by Mr. Sharpe, entitled:

AN ORDINANCE AMENDING CHAPTER 2.64 OF THE MUNICIPAL CODE,
RELATING TO THE NONUNIFORMED EMPLOYEES RETIREMENT SYSTEM,
BY REPEALING 2.64.070 THEREOF, RELATING TO CREDITABLE SERVICE,
SECTION 2.64.090, RELATING TO NORMAL SERVICE RETIREMENT,
SECTION 2.64.110, RELATING TO DISABILITY RETIREMENT, 2.64.130,
RELATING TO OPTIONAL FORM OF PENSION, SECTION 2.64.140,
