Session 1801
January 22, 2001

Mr. Munkel understood that there are five parking spaces available on the property. He
understands that there is Public Activity zoned to one side and then a rental to the
other. Sounds like this is mixed use already, and therefore he sees no problem with
this rezoning. He would like to see a traffic report on this area, however, because he
agrees that it is a problem.

Mr. Munkel directed the City Manager to prepare the necessary legislation for rezoning
this property.

Mr. Schoomer asked Mr. Ollendorff to look into the exempt tax status of this property.
He is very concerned with the erosion of the City's tax base to non-for-profit
organizations.

AGENDA ITEM #3 - SPRING AND SUMMER RECREATION PROGRAMS:

The Park Commission recommends approval of the wide variety of recreation programs
planned for the youth of University City from now through this summer. The program
offerings have been expanded greatly over the past several years and will continue with
this new outline. Approval is needed at this time so that we can launch a vigorous
publicity outreach effort to make sure that no one is excluded through lack of
knowledge. We will include all appropriate financing in the budget process this Spring.

Mr. Sharpe moved approval. Ms. Colquitt seconded the motion, which carried
unanimously.

AGENDA ITEM #4 - CONDITIONAL USE AMENDMENT - 7170 VERNON:

Mr. Ollendorff concurs with the Plan Commission and Planning staff recommendation
that the conditional use permit for the automotive service facility at this location be
amended to allow expansion with two new service bays. Approval includes all prior
conditions as well as prohibition against operating a towing service, adding a specially
landscaped buffer area on the south side and maintenance of all approved landscaping.

Mr. Munkel moved approval. Ms. Colquitt seconded the motion.

Responding to Mr. Lieberman, Mr. Ollendorff stated that the owners are fully aware and
agreeable with the conditions.

Mr. Ollendorff stated that the Zoning Administrator reported that he had not found a
more receptive commercial proprietor than these owners.

6
