She stated that these were an eyesore
and asked that the City look into them. Addresses were given to the City Clerk to give
to the City Manager after the meeting,

Arthur Carter, 1127 Bumh, stated that he was here to address the apparently done deal
regarding the construction of a White Castle on Olive St. Rd. He does not understand
the procedures are in regards to notifying residents, but he certainly did not receive a
notice. He would have liked to have had some input into this. He is opposed to this,
but not sure he can do anything about it at this point.

Pat Hatchett, 1131 Bumh, stated that she has been a U. City resident since 1967, She
wants to go on record to being opposed to a 24 hour White Castle that backs up to her
block. She is on a cul-de-sac and they have a nice retired community, She knows from
experience that White Castle is a hangout for young people and this will be an
annoyance for the residents. She does not understand why at least 31 residents were
not notified about this White Castle. These people disapprove of the White Castle. The
Wilson Subdivision would have liked to have had some say in the operation and
construction stipulations, She filed the petition list with the City Clerk.

Mr. Ollendorff said that the notices did not go to the entire block. They went to the
seven nearest homes on Burch. He read off the addresses that were sent notices on
Burch, Mayor Adams replied that the law states, in how many feet, the residents that
should be notified. Signs are also posted within the neighborhood.

Marco Thompson, 1131 Bumh, stated that he was aware of the White Castle
construction, because he in construction work, but he had no idea it was to be erected
5 mile from his house, He does not understand why people can only be notified within
180 feet. They will be affected by light, smells and noises where they are situated, so
why were they not notified. He stated that he did not see the signs that were
supposedly posted. He does not think the notification process is right.

Mr. Ollendofff stated that the City Council put several conditions on this permit to
protect neighbors. He will send copies of the conditions to them. He suggested that
they watch for these conditions to be adhered to and if they aren't, to call him and they
would be issued violations.

Ms. Colquitt stated that a police substation would be on the lot and an 8' fence would
be installed, which should help alleviate many of the residents worries.

9
