Mr. Sharpe Jr. would like Option 1 because as a Deacon of his church, their meetings are
always on the second Monday of a month.

Mr. Price said he was old fashioned and liked things status quo. He said that he liked the
first and third Monday but if something came up then rescheduled on an alternate Monday.
He had planned his calendar out with this agenda. Mr. Price was reminded that Mr.
Sharpe, Jr. was not in favor of this so Mr. Price then said he wanted whatever suited Mr.
Sharpe, Jr’s. schedule.

Mr. Wagner was okay with either way.

Mayor Adams was for the first and third Mondays and if the holiday happens on one of the
Mondays, there would not be a replacement date.

Ms. Brot did not agree. She said that we are elected to do the City’s business and that is
what we are set up to do. She said that there would not be that many time that we would
have to move to the following Monday. Ms. Brot said that she would be very disappointed
if this Council would reduce the number of Council meetings within a year.

Mr. Wagner was concerned that what would happen if both scheduled Mondays would fall
on a holiday. He said that Council is required to meet at least one Monday a month. Ms.
Feier said that January would be the only month that this would occur.

Mr. Price asked if this item could be removed for final decision. Mayor Adams said that
Council will have to make a decision at the Council meeting on August 28, 2006.

Ms. Feier noted two other Council meetings schedule: a Study Session scheduled on
August 28, 2006, at 5;30 p.m. in the Council Chambers and a Study Session on
September 18, 2006, on the Economic Development Policy Review.

Mayor Adams next brought before the Council the replacement of Councilmember for
Ward Two.

Mr. Wagner said that we have come to this point without a process agreed on by the
Council concerning the method of balloting. He moved that the final selection is on a vote
between two candidates with the majority vote required for the selection of the candidate.
On the first ballot he moved that Councilmembers have two votes for the three candidates.
The next vote would narrow the candidates down to two and then from the remaining two
applicants, each Councilmember would vote for only one. If there is a deadlock, Mr.
Wagner would like to limit it to three final ballots. Ms. Brot seconded the motion

Mr. Price disagreed with Mr. Wagner. He moved to amend Mr. Wagner motion to vote for
only one candidate on the first round and then vote again on the top two. Mr. Sharpe, Jr
seconded the amendment.
Roll Call vote for Mr. Price’s amendment was
AYES: Mr. Price, Mr. Sharpe, Jr. and Mayor Adams
NAYS: Mr. Wagner, Ms. Brot, and Mr. Glickert

Mr. Price mentioned that he was concerned with issues being at a deadlock until the next
election, without the Council being able to elect a replacement.
