Elsie Glickert, 6712 Etzel
Ms. Glickert wanted to know if Council had voted on that fact that completed citizen
comment sheets had to be turned in no later than 7:00 p.m. She felt that was not a user-
friendly government. She wanted to know if a Special Election had to be called to select
the Councilmember for the vacant Second Ward seat, could anyone from Ward Two file for
the candidacy. Mayor Adams told her that anyone could file for the position. Ms. Glickert’s
next concern pertained to the Fall Recreation Program. Fees have been increased but
times have been limited to when public can swim, even though obesity is a major news
issue. Ms. Glickert asked if the Park’s Commission was consulted on this.

Andrew Ragouzis, 7137 Delmar
Mr. Ragouzis asked the Council if they had made a decision about his complaint at the last
Council session of inappropriate sign posting which can be seen in Sesame Street Home
videos found in the University City Public Library.

Mike Miller, 1331 Purdue,
Mr. Miller was present as a liaison between the City School Board, the Council and the
high school students. Mr. Miller said that at a forum before last election, it was mentioned
that there were not a lot of young people involved in the City Council’s political process
and the forum brought up the need for more joint projects between the City and the School
District. Mr. Miller felt it would be a great experience for high school students to be like an
ad-hoc internship on one of the several Boards and Commissions. He also asked the
Council to consider having a liaison from the City Council to attend the School Board
meetings.

Nova Felton

Mr. Price asked the City Manager to check into this and find out how Council might
participate in Dr. Victory’s project. Ms. Feier said that this process is presently happening.
Ms. Brot asked the status of the City Manager’s request that Council meet quarterly with
the School Board. Ms. Brot said that she had responded positively and urged fellow
Councilmembers to contact Ms. Feier concerning this.

Ms. Brot thanked the citizens of University City for voting to pass Proposition U, a ¼ cent
sales tax to promote Economic Development. In accordance with the law, a Board will be
formed consisting of one member selected by the University City’s School Board, one
member by the St. Louis County, and three members nominated by the Mayor and
approved by the City Council. In addition, the Citizen Task Force suggested we have an
ex-officio member to represent the Loop Business District and a member to represent the
Olive district.
Ms. Brot also was concerned about the Gala. She did not understand that the Gala was to
be a fund raiser. The Council has budgeted money for what the City In Bloom had asked
for and also for the Centennial Gardens. She felt that this Gala should be opened to more
citizens than those who could donate $75.00 a person. She felt this occasion took 100
years to happen and should be able to be enjoyed by all.

Mr. Sharpe complimented the Police Department and the Parks Department for their quick
response in cleaning up the graffiti that was defacing to Majerus Park.
