Session 1808
April 23, 2001

#3 - Bus Services - Summer Plavoround and Teen Activities Proorams: Quotations
were sent to four vendors to supply 5,863 sq. ft. of Zoysia sod for the golf course.
$18,000 was set aside for this requirement. The results are as follows:

Keevan Bros ......................... $17,999.41
Four Seasons ........................ $20,051.46
Missouri Tuff ........................ $20,051.46

Mr. Ollendorff recommends awarding this purchase to Keevan Bros. for their low bid of
$17,999.41.

Mr. Sharpe moved approval of the consent calendar. Ms. Colquitt seconded the
motion, which carried unanimously.

Mansions on the Plaza Permit Extension - 8300 Delmac. The Medve Group requests a
twelve month extension of all permits, which would otherwise expire this Summer, due
to work being temporarily halted. The developer is working diligently to obtain
appropriate financing, however, this process may take more than a few months. Mr.
Ollendorff recommends approval of such an extension since this is in keeping with the
City Council policy over the years on similarly worthwhile projects.

Mr. Lieberman states he understands Mr. Ollendorff's reasoning behind this extension,
however, he would like to suggest a condition be added. He would like to ask that
proper fencing be put up around the entire site in place of the very ugly chain link that is
currently there. Mayor Adams stated that he and Mr. Ollendorff were discussing this
very same idea earlier this afternoon.

Mr. Lieherman moved approval with the condition that proper fencing be put up in place
of the chain link fencing. Mr. Munkel seconded the motion.

Mr. Munkel asked if this was the second extension asked for on this project. Mr.
Ollendorff responded that this was only the first extension.

The motion to approve carried unanimously.

CHIEF PAYNE HONOR:

Mayor Adams announced that Police Chief Lee Payne had been elected to the Board of
Managers for the St. Louis County Municipal Police Academy. This is an honor for
Chief Payne and he wished to recognize his accomplishment. The Council requested a
congratulations letter be sent to Chief Payne.
