Session 1808
April 23, 2001

CITIZEN COMMENT ON THE MANSIONS ON THE PLAZA PERMIT EXTENSION:

Nancy Sachar, 8044 Lafon, stated that the fencing proposal is good, but wondered if
the sidewalk along Delmar could be repaired. It is in dangerous disrepair. Mayor
Adams said that it would be the County's responsibility, but they would be notified.

AGENDA #2 - PUBLIC HEARING - ZONING SETBACK AMENDMENT:

A public hearing has been scheduled for 7:30 p.m. this date and place as the time to
invite public comment on an amendment to the zoning code which would allow City
Council to modify the front setback requirement for buildings in the University City Loop
on Delmar. The Plan Commission recommends approval. The ordinance may be
enacted by the Council following this hearing and consideration of public comments.

Mayor Adams declared the public hearing open at 7:41 p.m.

William Travis, 6425 Wydown, said that he is the attorney representing the Bauman
Massa Jewelry Company, Inc., which is a neighbor of the proposed Urban Outfitters
business at 6680 Delmar. They are opposed to the amendment, since it is mainly being
done for the benefit of Urban Outfitters. They are concerned because the easement
behind the jewelry store is being made into a public thoroughfare through his client's
back yard and parking area. The easement given to Smith Hardware was extremely
limited, to allow them to get to the trash bin and limited ingress and egress for
occasional delivery vehicles. His client does not wish this to be turned into a public
thoroughfare.

Mr. Schoomer stated that this legislation does not affect any existing building. This will
only concern future use of every property on this block.

Mr. Lieberman asked if this proposed legislation had any relationship with the easement
that Mr. Travis spoke on. Mr. Ollendorff said that this legislation has nothing to do with
what Mr. Travis concern of the easement behind the jewelry store.

Mayor Adams closed the public hearing at 7:46 p.m.

AGENDA #3 - 2001CURB AND SIDEWALK REPAIR CONTRACT:

We have advertised for proposals to replace broken curbs and sidewalks throughout
University City during the summer and fall of this year. Proposals will be received and
analyzed with a report to the Council at the meeting the evening of April 23. At that
time a specific recommendation will be presented with a request that Council authorize
a contract for this work. The money will be included in the 2001-2002 budget.
