Mr. Ollendorff said
that was correct, h~ever, one past ~er was supported by neighbors in his
request to sell beer, with a petition 'to that effect circulated two or three
yee_vs ago. Reoently, though, neighbors have cc~%~lained about the store's con-
dition, and the County Health Department was asked to inspect, finding a long
list of violations. Since then, the store has been cleaned up and passed in-
~on ~ay.

Mr. Price note~__ he had received sever~/[ c~glaints about the store under the
most recent owner (not the present ow~), and he suggested that the license
not be approved at this time.

Councilmembers Price and 'l'no~',~0son voted to add this item to the agenda; Coun-
ciLmembez~ ~ms, Schoomer, schuman, Wagner, and Mayor Majerus voted against
it. The motion was defeated by a vote of five to two.

Mr. Adams suggested__ that if this matter is to be on the next meeting's agenda,
notification should be sent to neighbors in that area. Mr, Ollendorff said
that would be done.

Mr. Price ask~ that information be sent: to Council about the store's citation
f;c~,, the Health Department. Mr. Oller~torff said he just circulated that in-
formation but realized Council has not had time. to look at it. The report
contains the original long list of violations, and the approval dated today,
which has many fewer violations on it.

Personnel report for the week endir~.[ November 4, 1989 was received and or-
dered filed.

The Police Department report for the ~)nth of October, 1989 was received and
ordered filed.

Crr±Z]~'~

Mr. Da~ Lehocky, 7104 Northmoor, asked to address the Council. He read a pre-
pared statement on behalf of the Treesavers which said that on November 7, the
W£uup submitted a petition to the city for a proposed Charter amendment which
they want placed on the April 3, 1989 ballot. This amendment would require
that any future sale or change to non-l~3rk use of park land must be approved
by four-sevenths of the voters. He sa~d the proposal was pron~ted by a 1988
Council decision to sell three acres of the 29-acre Ruth Park nature study
tract to a developer for private housing. He said local schools have used the
tract for nature studies even though they are net currently doing so. He said
University city's 18 parks are en i~portant part of the city's landscape, but
as a developed suburb, there was little opportunity to significantly expand
the park system, whirl% deserves the strong protection that a (~k%rter provision
can provide. Mr. Lehocky then asked the Council to explaJ~ what steps can be
taken n~w on the assumption that the petition signatures are verified.
