Sessioa 1501, Minutes Page 7 <br />August 14, 1989 <br /> <br />teenagers congregating outside the store late at night, and he wished to know <br />what recourse the city has to halt or prevent this kir~ of activity. F~% O1- <br />lendorff said he believes the situation is under better control when the li- <br />censee is a local resident, as Mr. Gilbert is. Also, as chief of the Univer- <br />sity City Police Auxiliary, Mr. Gilbert would have greater knowledge of local <br />regulations. <br /> <br />Responding to Mr. Adams, Mr. Ollendorff said that technically, Council will be <br />approving a new license for Mr. G~l~ert since legally there is no such th~ <br />as a transfer, but prectically, it is a transfer. <br /> <br />Mr. ~ncmas Gilbert, 1100 81st Street, came- foz%rard. He said he %~s not an em- <br />ployee of Southland (7-11) nor had he worked in this store, but he %mnted his <br />business to be as upstanding and clean as any in the City. He said Southland <br />plans to build a fence around the refuse area to prevent loitering, and he <br />will not permit it on the lot or around the store, either. He said he %~uld <br />not hesitate to call the police, if necessary. <br /> <br />Mr. Wagner asked if there have been other cu~laints about this site. Mr. 01- <br />lendorff said there have been c~laints about people gathering on the lot, <br />but not about anyone drinking there. <br /> <br />Mr. Schcc~er moved approval of the license request. ~. Price seconded the <br />motion. <br /> <br />Mrs. Th~on noe~4 that a person selling stuffed animals from a truck w~s op- <br />erating at the same location occasionally. Mr. Gilbert said the truck w~s re- <br />cently tcwed and would not be permitted to return as long as he was running <br />the store. <br /> <br />Mr. Adams said when Southland originally applied for ~ liquor license, he vot- <br />ed against it because he felt there should not be a license at this location. <br />He has not changed his mind and therefore will vote No even though he welcomed <br />Mr. Gilbert as operator of this business. <br /> <br />All voted Aye except Mr. Adams, who vo'ted Nay. <br /> <br /> Personnel report for the week ending Augu~t 12, 1989 w~s received and or- <br />dered filed. <br /> <br />~he Police Department report for the month of July, 1989 was received and or- <br />dered filed. <br /> <br />c±'r±Z~ ~ <br /> <br />Ms. Ruby Harris, 8341 Fullerton, said she was concerned about the Greensfelder <br />School, which has been vacant and deteriorating for s~me years. She said it's <br />very unsightly, vagrants live there in the winter, people were in the area and <br /> <br /> <br />
