She said it was a constant problem, it w~s dangerous for the
neighbors, and it was hurting the property values of the neighborhood.

Mayor Majerus said the school was the responsibility of the School District,
which has been trying unsuccessfully to sell it. She said Council was very
concerned about the situation there. Ms. Harris said she has talked with the
School Board numerous times, but nothing has been done. One option %~uld be
to tear tb~ buildin~ down, which she said would be better than if it remained
a rat-infes*~ haven for derelicts.

Mr. Price noted there have been *~=veral proposals for use of tl~is building,
but in each case, the financing fell through, He said he would seek a resolu-
tion of the problem with the School District, particularly since the neighbo~
view the situation as threatening.

Mr. Adams asked if the City had inspected the building recently. Mr. Oll~-
dorff said the City believes the building is still structurally sound, but
there is ne way of knowing how long it will re~ain so. He said the City does
call the School District periodically when the grass needs cutt~, etc. He
said it could be ordered torn down when there are signs of structural damage.

Mayor Majerns said she believes it is the sense of the Council that they would
like Mr. Ollendorff to step up inspection and surveillance of this building in
order to keep undesirable activities in the area to a minimum.

Ms. Harris said she had s-dggested to the School Board that the building become
a ccm~unity center, which might help solve sc~e of the problems being caused
by the teenagers and children in the c~,a~lnity. Mr. Ollendorff pointed out
that neither the School Board nor the city could afford the cost of opernting
another c~,~,~nity center, and he felt the neighbol~ probably would not w~nt to
see it become the city's only c~a~nity center.

Mr. Adams suggested that the city inform the S~ool Board that it is stepping
u~ inspections with a view toward trying to condemn the building unless it is

Mayor Majezus thanked Ms. Harris for her input, and said the City would do the
best it could to try to get this problem solved.

RTT $ S FOR SECOND AND "TT-~TTRD READI/~GS

Nons.

BTT,TS FOR ~NTRO[/3C~ION

BILL NO. 7924 - FIXING THE OC~m~qSATION TO BE PAID TO THE ~'.LRE CAPTAI/qS AND
~'3~L~'ICJ~r~:~S FROM AND AFi~R JULY 19, 1989; AND CONTAINING ~N EMER~U~CY CLAUSE.
A bill w-ds introduced by Councilmember Schoomer, entitled:

"AN ORDINANCE FIXI]qG THE CC2~NSATION TO BE PAID TO THE CAI~AINS AND
~ ~ ~.~ ~ ~ ~ ~.~1~ ~Y 19, 1989, RE13F3%LTNG ORDI-
