Solicitations will take place in front of
businesses. Advance permission must be obtained from each business before the
solicitation can take place. Similar activities are being planned throughout St. Louis
City and County. Application states that cost of raising funds in the solicitation will
not exceed 25% of the total amount raised. Also, the organization has assured us
that a representative will be present tonight.

Mr. Schoomer moved approval. Mr. Ware seconded the motion.

Mr. Lieberman wanted to commend Life Skills for operating the solicitation before
the businesses, rather than going door to door. As an appeal on their behalf, Life
Skills normally has special deliveries on Valentine's Day and they are looking for
volunteers to help deliver orders.

Mr. Wagner wished to acknowledge the applicant's presence at the meeting and to
thank her for attending. He appreciates Life Skills statement that would keep the
expenses of the solicitation at or below 25% of the total amount raised.

The motion carried unanimously.

AGENDA NO. 3: LIQUOR LICENSE - 8111 OLIVE:

An application has been reviewed to transfer the license for Frank & Helen's
Pizzeria to the new owners, Scott DePolito & Mary DePolito.
