Session 1815
June 25, 2001

AGENDA ITEM #6 - SITE PLAN FOR CHURCH AT 7547 OLIVE:

Mr. Ollendorff recommends approval of a site plan for the Restoration Christian Center
Church subject to occupancy limit of 147 adults, tree planting, signage conforming to
zoning code and regular litter control activity. Not for profit uses require City Council
approval. Since the applicant proposes to lease rather than purchase, it's entirely
possible that the property will remain on the tax rolls for the foreseeable future.

Mr. Sharpe moved approval. Mr. Schoomer seconded the motion. The motion carried
six to one, with Mr. Munkel voting NAY.

CITIZEN COMMENTS:

Richard Dockett, 6844 Crest Ave., said that Elsie Glickert had called him informing him
of the recent amendments made to the truck parking ordinance and asked him if he had
been notified. He said that Mr. Ollendorff had spoke about it at a recent neighborhood
association meeting they had recently. He had mentioned his problem with the fact of
junky trucks being parked in front of homes. He also understands that there are a lot of
people spending lots of money on nice trucks. He stated that they polled their
neighborhood association and there was no one that would support allowing trucks to
park overnight on the streets. He believes that Council should reconsider their
legislative approval of this amendment.

Loretta Bryant, 7863 Milan, is the President of the Belmont Hills/Mendel Neighborhood
Association. She wished to thank Mr. Ollendorff with his help with the MSD about the
Archer/Braddock/Coolidge project. She sent MSD a letter about the very bad erosion
problem, which the City Clerk will copy for Council. She hopes that Council will afford
the owners all due assistance to see this matter resolved.

Elsie Glickert, 6712 Etzel, stated that the public hearing on the truck parking
amendment was muted and very undemocratic. She said that there wasn't any
advance notice of this public hearing. She inquired what Council planned to
accomplish by making this change. This will not enhance property values. There was
no release of publicity on this issue. Mayor Adams stated that he had asked a staff
person to send Ms. Glickert copies of news articles that were published before the
public hearing. Ms. Glickert says that she has not received them yet. She would like to
see a moratorium set into effect until a proper public hearing can be heard.

Ms. Glickert also questioned the money set aside to repair lateral sewers could be
saved if the police would do a better job ticketing people who allow parking on their
lawns over the sewer pipes.

10
