Session 1815
,June 25, 2001

Responding to Mr. Wagner, Mr. Bogart stated that there would be no increases tied to
the transfer for users. When programming is added, there will be some subscription
rate increases. Their priority is customer care. They have doubled their customer care
staff to nearly 160 people. They hope to even double this amount in the near future to
help handle the new products, services and possibly a venture into the telephone
business.

Responding to Mayor Adams, Mr. Bogart said that the rates would be set at the same
time for the entire region, but he was not sure what that date will be. He said that a
notice would be given to the cities, well in advance, about all changes.

Responding to Mr. Sharpe, Mr. Bogart said that the upgrade will mean more value
added programming which will equate to a rate increase.

Mayor Adams closed the public hearing at 8:00 p.m.

AGENDA #4 - COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION:

City Council approval is requested for an application for Community Development Block
Grant funds totaling $162,000 for the year 2002. The amount available has been
drastically reduced over the years. The total for next year is $40,000 less than we
currently receive. The proposed budget which is subject to change as needs are more
carefully refined over the next six months includes all projects previously funded
although most at somewhat lower levels. Funds are tentatively allocated as follows:

Code and Other Law Enforcement ............ $ 48,300
Streets and Forestry ........................ $100,700
Residential Support ........................ $ 13,000

In addition to the amounts noted above we expect to receive $70,000 from related
sources which will be allocated completely to home rehab efforts.

Mayor Adams noted that this amount is $40,000 less than received in the previous
year.

Shirley Richman, 840 Oakbrook, said that she was on the advisory council of
Community In Partnership and she has been at these meetings the last seven or eight
years to thank Council for the kind allocations to CIP. They run a fifty-bed shelter of
which thirty beds are for emergency and twenty beds are for a longer term. She
inquired if the $3,000 for CIP was in the Residential Support allocation. Mr. Ollendor[f
said it was and that the Council could possibly change the amount in January, but he
does not foresee this happening. Ms. Richman thanked the Council for their support.

8
