Mr. Munkel seconded the motion, <br />which carried unanimously. <br /> <br />AGENDA #2 - CORRECTED ASSESSMENT ROLL - 6900 WASHINGTON STREET <br />IMPROVEMENT: <br /> <br />A resolution has been prepared for Councill action following opportunity for public input. <br />The final cost was slightly less than the revised estimated cost agreed to by the <br />property owners last year. There are two open issues on which public input may be <br />forthcoming. First, the Council could allow up to twenty years for payment of such <br />assessments. Mr. Ollendforff proposes a ten-year payment deadline so that the City <br />can recoup its investment somewhat earlier than originally requested. In the event <br />residents are not willing to accept this shortened term, Mr. Ollendorff recommends that <br />the City Council allow the full twenty years. Another open item is collection of $2,000 <br />for curb and gutter concrete coloration. During construction several property owners <br />verbally requested and agreed to pay for the extra cost of special finish color. Mr. <br />Ollendorff recommends that the City Council accept this additional cost if a written bill <br />and written authorization is submitted from a majority of the property owners. <br /> <br />Mr. Lieberman said that he thought that thE; City Manager was on track with his <br />recommendations and felt that the ten year repayment schedule was satisfactory. He <br />stated that he did not have a problem with 'the $2,000 being paid as long as there was a <br />written receipt and authorization from a majority of the property owners. <br /> <br />Mayor Adams noted that the resolution for this issue would be presented later on in the <br />meeting. <br /> <br />AGENDA #3 - CONDITIONAL USE - 877 KINGSLAND: COMMERCIAL BUILDING: <br /> <br />Mr. Ollendorff agrees with the Plan Commission that a permit should be issued if the <br />applicant agrees to conditions developed by the Planning staff, Plan Commission and <br />neighbors attending the public hearing: sig~ns, fencing, irrigation, loading areas, and <br />lighting must comply with our ordinances; special care must be taken to provide trash <br />and refuse control; an extensive landscape, and site plan must be designed and <br />approved prior to obtaining a building permit which shall include major tree planting and <br />pedestrian friendly facilities; site coverage, increased to 75%; curb cuts, drainage and <br />grading must be approved by all relevant agencies and governments with resubmission <br />to City Council if changes in this site plan result from such approvals; detailed <br />construction traffic and parking plans must be approved prior to building permit; height <br /> <br />4 <br /> <br /> <br />
