<br /> <br />The April 23, 2007, Special Session minutes with their corrections were moved for <br />approval by Mr. Sharpe, Jr., seconded by Mr. Price and approved <br />D-2-a <br />unanimously. <br /> <br />APPOINTMENTS <br /> <br />SWEARING IN for COMMISSIONS <br /> <br />APPOINTMENTS <br /> <br /> <br />PUBLIC HEARINGS <br /> <br />CONSENT AGENDA <br />Single Stream Recycling Containers <br />Armour Equipment was able to supply the largest container, 48 gallon, for a bid of <br />$125,490. The other two bids came in for either a 40 or a 35 gallon container. <br />Mr. Price moved for approval, seconded by Mr. Wagner and approved <br />unanimously. <br /> <br />CITY MANAGER’S REPORT <br /> <br />1. MSD rate proposal. MSD’s representative was to be present to talk about the rate <br />increase and the location and date of its public hearings. The representative was <br />not present at the time of the Council meeting. <br />2. Economic Development Tax Board update by Director of Community Development, <br />Lehman Walker. Mr. Walker said that the University City Economic Development <br />Tax Board held a public hearing on April 4, 2007, on the Board’s approval of <br />expenditures for the revenue to be generated by the Economic Development Retail <br />Sales Tax. The first year’s expenditures approved by the Board were: <br />? <br /> Delmar Improvement (matching funds $330,000 <br />? <br /> Olive Sidewalks & Street Lights $110,000 <br />? <br /> Olive Blvd. Design Guideline $ 50,000 <br />? <br /> Planning & Development Annual Operations $ 40,000 <br />? <br /> Delmar Directional Signs & Map $ 20,000 <br /> <br />Mr. Lehman said that the Board decided it was in the City’s best interest to stay with <br />figures the voters approved in the beginning. Years two, three, four and five will be <br />studied, discussed and voted on next by the Board. <br /> <br />Ms. Brot moved for approval of the acceptance of the Economic Development Tax <br />Board’s proposal for the first year’s expenditures, seconded by Mr. Price and <br />approved unanimously. <br /> <br /> <br /> <br />
